Eastleigh Borough Local Plan 2011-2036 - Developer Forum
A Developers’ Forum has recently been set up by the Council to provide an opportunity for officers of the Council and planning agents, landowners and developers to meet to discuss technical aspects of preparing the new Local Plan including calculating housing need. New Listed Building in the Borough
Chandler's Ford Library, Oakmount Road has recently been added to the Historic England List as a Grade II listing. The building was listed under the Planning (Listed Buildings and Conservation Areas) Act 1990 as amended, for its special architectural or historic interest. Sustainable Design and Construction Changes to Residential Applications from March 26 2015
Following a Written Update to Parliament from the Secretary of State for Communities and Local Government on 25th March 2015 and the coming into law of the Deregulation Act on 26th March 2015, the outcomes of the Housing Standards Review come into force which partly relate to sustainable design standards.
The outcome of the review will mean significant changes for the implementation of the EBC Environmentally Sustainable Development Supplementary Planning Document (ESD SPD).

The final document was approved at the cabinet meeting of 9th April 2015 and is now adopted formally as a Supplementary Planning Document to the Eastleigh Borough Local Plan. Eastleigh Borough Local Plan 2011 - 2029 - EXAMINATION OUTCOME
The Local Plan and many other related documents were submitted to the Secretary of State on 15 July 2014 for the formal ‘Examination in Public’. You can see the submission documents here.
The Secretary of State appointed an independent planning inspector, Mr Simon Emerson, to conduct the examination. You can view details at eastleigh.gov.uk/lpexamination. The first examination hearings took place 10 – 13 November 2014, when the Inspector heard evidence about strategic matters such as housing and employment needs and land supply. His preliminary conclusions were received on 1 December 2014 and essentially found the Local Plan unsound on the basis that it did not propose sufficient housing. The Inspector also expressed concerns about affordable housing. At meetings of Cabinet and Council on 18 December the Council resolved that the Inspector should be asked to prepare his formal report, which will find the plan unsound and therefore conclude the examination. The Council also resolved that work should commence on a new local plan rolled forward to 2036 in line with the emerging review by the Partnership for Urban South Hampshire (PUSH) of the South Hampshire Strategy.
Community Infrastructure Levy (CIL)
The community infrastructure levy is a mechanism for raising money from development to fund essential infrastructure, and partly takes the place of section 106 developer contributions. Following last autumn’s consultation on a preliminary draft charging schedule, the Council prepared a draft charging schedule for the levy which was published for consultation alongside the Revised Pre-submission Local Plan. This has now been submitted for examination alongside the Local Plan. You can see full details about the Council’s approach to CIL and the draft charging schedule at:
