Recent developments in the examination process

10 December 2019 

The hearing session scheduled to take place on Thursday 30 January has been moved to the afternoon of Wednesday 29 January and there are now no hearing sessions  on Thursday 30 January.  Full details of the hearing sessions can be viewed on the Hearing Sessions page.

The hearing statements covering Matters 7-14 are now available and can be viewed on the Hearing Statements  page together with the hearing statements for Matters 1-6.

A Statement of Common Ground between Eastleigh Borough Council and Hampshire County Council has been submitted and can be viewed in the Examination Documents at ED60

EBC have submitted a Housing and Infrastructure Trajectory table in response to the Inspector’s Matters, Issues and Questions Matter 6 question 10, which can be viewed at ED56 in the Examination documents.

A report by G L Hearn on the 5 year housing land supply is available in the Examination Documents at ED51.  (This report is also available via the link on the bottom of Page 31 of the EBC Hearing Statement for matter 6) 

4 November 2019

Action Against Destructive Development (ADD) have submitted a report by Professor David Sear which responds to the SoCG between Eastleigh Borough Council, the Environment Agency and Natural England (ED47) which was not available before the deadline for hearing statements.  The report can be viewed in the Examination Documents at ED48

A revised Hearings Sessions Programme has been issued which includes the participants for each hearing session.  Please Note:  Friday 29 November and Friday 17 January will no longer be required for hearing session days, and there are some changes to the dates and times when some of the Matters will be heard.

ED47  SoCG on bio diversity between EBC and the Environment Agency and Natural England

A Statement of Common Ground between Eastleigh Borough Council and the South Downs National Park Authority has been submitted to the Examination and can be viewed in the Examination documents at ED44.

The Council has prepared spreadsheets of the representations received on the submission draft of the Local Plan and these can be viewed in the Examination documents at ED40A-E

12 August 2019

The Council have submitted their schedule of proposed Main Modifications and Additional modifications, together with the Policies Map changes, and these documents can be viewed in the Examination documents at ED32-ED36

4 August 2019

A Statement of Common Ground has been agreed between Eastleigh Borough Council and Winchester City Council and this can be viewed in the Examination  documents at ED30.

9 July 2019

The update documents set out in the Council’s letter to the Inspector (ED10) have all been submitted and are all posted in both the Examination documents and Examination library.  

There is a new tab on the landing page of the Examination pages entitled “Documents Submitted since October 2018” which lists all the evidence documents and updates the Council has submitted following the submission of the Local Plan for examination in October 2018. 

20 May 2019

The Council has written to the Inspector and has included a table of the submission dates for the evidence updates.  This can be viewed  in the Examination documents at ED10.

17 May 2019

The Inspector has written to the Council following receipt of their letters of 7 May (ED7 and ED8) concerning updated evidence. The Inspector’s latest letter and attachment can be viewed at ED9 and ED9A.   

3 May 2019 

A transport assessment, based on a phased approach to the completion of the SGO and link road is now available at ED6 in the Examination documents

2 April 2019

The Inspector has written to the Council following receipt of their letter of  29 March.  The Inspector’s  letter can be viewed  in the Examination documents at ED5

1 April 2019

The Council has replied to the Inspector’s initial letter (ED3) and their response can be viewed in the Examination documents reference ED4.

22 March 2019

The inspector has written to the Council setting out the details of further information that is needed to progress the Examination of the Local Plan. The areas of work outlined by the Inspector are underway and the Inspector has asked the Council to provide a timetable for this work by Friday 29 March.  The Inspector’s letter can be viewed in the Examination documents at reference ED3 and the Council’s response will  be published in the Examination Documents in due course.  

7 February 2019

Due to the previously arranged work commitments of the Inspector originally appointed to conduct the examination of the Eastleigh Local Plan it has become necessary  to change the Inspector.  Inspector Christa Masters MA (Hons) MRTPI has now been appointed by the Secretary of State to conduct the examination.

Mike Hayden BSc (Hons) DipTP MRTPI has been appointed as Planning Inspector to conduct the examination to determine whether the Eastleigh Borough Local Plan is sound. [Please note that a new Inspector, Christa Masters MA (Hons) MRTPI, has since been appointed by the Secretary of State to conduct the examination - details].
