Affordable Housing Supplementary Planning Document

In July 2009, the Council adopted the Affordable Housing Supplementary Planning Document (SPD) to accompany the Affordable Housing policies for the borough as set out in the Eastleigh Borough Local Plan Review. The SPD provides guidance on the Council’s requirements for the provision of affordable housing when determining planning applications for residential development in Eastleigh Borough.
Changes to applying Eastleigh Borough Local Plan affordable housing policies
On the 19 May 2016 the Government issued updated guidance on affordable housing and tariff style contributions following the order of the Court of Appeal dated 13 May 2016. The Planning Practice Guidance has set minimum thresholds where affordable housing can be sought. This states that contributions should not be sought from developments of 10 units or less, and which have a maximum combined gross floorspace of no more than 1000 sqm. This will apply to any applications determined on or after the 13th May 2016.

In the summer of 2008 Adams Integra were commissioned to undertake a viability assessment of existing and future potential affordable housing policy within both Eastleigh Borough Council and Southampton City. The Viability Assessment is available to download at the bottom of this page. The findings of the Assessment were taken into account in the guidance set out in the adopted SPD .
The assessment was then updated in July 2012.
