We have been made aware that developers Croudace and Highwood intend to request an Environmental Impact Assessment (EIA) Screening Opinion and to contact local residents (for example, via a website and letter). This is a developer request and has not been initiated by the Council. We are required to respond under the regulations.

An EIA Screening Opinion is a formal request asking the local planning authority to confirm whether a proposal falls within Schedule 1 or Schedule 2 of the Town and Country Planning (Environmental Impact Assessment) Regulations 2017. If the proposal is likely to have significant environmental effects, an EIA and an Environmental Statement will be required.

Update – November 2025
A Scoping Request (Scoping Opinion ref. V/25/100369) has been submitted.

This asks what information should be included in the Environmental Statement. This is not a planning application. It is a technical stage under the EIA Regulations 2017.

There is no statutory requirement for public consultation at this stage. After it is adopted, the Scoping Opinion is placed on the planning register and is publicly available for two years.

December 2025
The Council refused planning permission for the Bloors scheme (including 245 dwellings) on land south of Mortimers Lane, Fair Oak. Permission was refused due to impacts including:

  • harm to the countryside
  • lack of sustainable transport
  • visual and ecological impacts
  • lack of infrastructure provision
  • nutrient mitigation

Thakeham is running a public consultation and has indicated it intends to submit an outline planning application for up to 900 homes on three parcels of land along Allington Lane. The developer has not submitted an EIA Screening Opinion for this site.
