Energy efficiency improvement grants to help lower energy costs

The Green Homes Grant Local Authority Delivery (LAD) scheme offers those on low incomes in homes with a low EPC (energy performance certificate) rating grants of up to £10,000 with which to make energy efficiency improvements to their home. 

Background 

In July 2020 the Chancellor announced a £2 billion Green Homes Grant scheme to upgrade homes across England. Under this, funding is being allocated to local authorities through the Local Authority Delivery (LAD) scheme. The funding aims to improve the energy efficiency of homes of low-income households, help reduce fuel poverty and deliver progress towards the UK’s commitment to net zero by 2050. 

Eligibility 

Households must meet the following criteria to be eligible for the programme:  

Have an EPC rating of E, F or G. Some D rated properties are allowed but the scheme is limited to 30% D rated properties. 

AND 

Have an annual total household income of £30,000 or less, before housing costs/bills.  

Be eligible under ECO HHCRO criteria (means-tested benefits) or eligible under the LA’s ECO flexible eligibility statement of intent criteria. 

The scheme is aimed at private households: both owner-occupiers and private rental households.  

For owner-occupier properties, the measure(s) will be fully funded, and no contribution will be required, provided that the total cost are under £10,000.  

For private rental properties, landlords will be required to provide consent for any measures to go ahead and will be required to make a contribution. The contribution will differ on a case-by-case basis depending on the measures required. Eligibility is based on the tenant (see above), so there needs to be a permanent tenant residing in the property who is happy to confirm their eligibility. 

What the grant can be used for

The grant covers home improvements up to the value of £10,000 that will make the property more energy efficient. Improvements could include: 

  • Solid wall insulation 
  • Cavity wall insulation 
  • Under floor insulation 
  • Loft insulation 
  • High heat retention storage heaters 
  • Room-in-roof insulation 
  • Air-source hear pumps 
  • Park home external wall insulation 
  • Solar PVpanels 
  • Heating controls 

What is available will depend on the suitability of the property and what is covered by the scheme's delivery partners.  

Who is delivering the scheme?

The scheme is being delivered over several phases and some phases are run by different organisations. 

  • Phases 1b and 3 are being delivered by AgilityEco through the Warmer Homes Programme  
  • Phase 2 was delivered by City Energy
