The law requires that a Penalty Charge Notice (PCN) must not be issued to a vehicle which has been parked on a road or in a council car park beyond the permitted parking period for a period of time not exceeding 10 minutes (a 'grace period').

For example, if a Pay & Display ticket expires at 10.10am, a PCN can only be issued from 10.20am.  This  'grace period' applies to both on-street and off-street parking provided under a Traffic Regulation Order.

A 'grace period' only applies to a designated parking place where you are permitted to park. A road with a restriction (eg single yellow line) or prohibition (eg double yellow line) is not a designated parking place so no 'grace period' would apply.
