Resident fined for eyesore property

The owner of a house in West End has had to pay a fine and costs totalling £650 for not complying with a notice which required them to carry out works to tidy up the property.
The owner of the end-of-terrace property, in Frome Road, pleaded guilty and was fined £250, with a victim surcharge of £100, together with the Council’s costs of £300. If the works are not carried out -to comply with the Section 215 Notice (Untidy Land Notice) under the Town & Country Planning Act 1990 - as soon as practicable following the date of the prosecution, the Council can pursue further legal action.
In January 2023, a s.215 notice was served on the owner of the house in relation to the condition of their property and the impact it was having on the visual amenity of the surrounding area. The side of the house, with its damaged window and overgrown shrubs, overlooks a residents’ parking area. The owner failed to carry out the works, which were required to be completed by 30 May 2023.
Chair of the Hedge End, West End and Botley Local Area Committee, Councillor Cynthia Garton, said: “Neglected properties can have a very negative impact on the appearance of the local street scene and the quality of life for neighbours. Prosecution is always a last resort and the Council team are to be congratulated for this successful action which we hope will send a clear message to other property owners in Eastleigh Borough.”
