Cold weather support for people sleeping rough

Severe Weather Emergency Protocol activated

17 November 2025


As the temperature drops the Council is putting support in place to ensure no one needs to sleep outside during the cold weather.

Our Severe Weather Emergency Protocol (SWEP) has been activated and will remain while the temperature has dropped.

If you are concerned about someone who you see sleeping outside visit our website to alert us via our website - www.eastleigh.gov.uk/housing/housing-and-homelessness/alert-us-to-a-rough-sleeper 

Alternatively you can alert us by contacting the Housing Team on 02380 688165, by email to [email protected], or by visiting us at Eastleigh House between 8.30am and 5pm Monday to Friday.

If you or someone you know is rough sleeping and our office is closed, please call our out of hours team on 02380 688000.
