Appeal for witnesses to large fly-tipping incident at Dowds Farm/One Horton Heath

Offender could face unlimited fine or prison

A large fly-tipping incident in the Dowds Farm/One Horton Heath area of Eastleigh Borough is being investigated by the Council’s Local Response team. It consists of mixed waste and contains items that might be recognisable to someone locally.

The team is appealing to anyone who may have witnessed the rubbish being dumped, or who has information that could lead to the prosecution of the offender. The site is on The Avenue, the new road that runs through the Council’s One Horton Heath development.

Fly-tipping is the illegal depositing of waste on land that hasn’t got a licence to accept it. It is a criminal offence under The Environmental Protection Act 1990, and causes damages to the environment, risks public health and costs taxpayers to clean up.

Those who fly-tip may face prosecution, an unlimited fine and up to five years in prison, or may receive a fixed penalty notice.

Householders can also be fined, or may face prosecution, if they hire an unlicensed waste carrier and their waste gets fly-tipped.

Last year, a fly-tipped load of roofing felt, that was dumped in a Borough layby, proved expensive for a local resident who was hit with fines and costs of more than £3,600 for failing to assist the Council with its investigation.
