Appeal for information about fly tipping in Horton Heath
Fly-tipping causes damage to the environment and risks public health
Eastleigh Borough Council is appealing to the public for any information that may assist with an ongoing fly-tipping investigation.
It is believed that waste was unlawfully deposited between 12:00 midday and 12:30pm on Friday, 20 June, at the bottom of Fir Tree Lane, Horton Heath.
We have reason to believe a black Nissan Navara may have been involved; however, we have not yet been able to identify the vehicle’s registration number.
If you witnessed anything suspicious, have CCTV or dash cam footage from the area at the time, or any other relevant information, please contact us at [email protected], quoting reference PR202506-109692.
We currently suspect the waste may be linked to the construction or renovation of an outbuilding, although this has not yet been confirmed.

Penalties for fly-tipping
Fly-tipping is a criminal offence under The Environmental Protection Act 1990, and causes damages to the environment, risks public health and costs taxpayers to clean up.
Fly-tipping is the illegal depositing of waste on land that doesn't have a licence to accept it.
You could be fined, or you may face prosecution if you hire an unlicensed waste carrier and your waste gets fly-tipped
Under Section 34 of The Environmental Protection Act 1990 you have a duty of care to ensure that your waste is disposed of correctly. When handing your waste over to a licenced waste carrier you should always ensure you try and get a waste transfer note and pay by card where possible, following these steps will help reduce unlicensed waste carriers from operating in our area.
Those who fly tip themselves may face prosecution, an unlimited fine and up to five years in prison or may receive a Fixed Penalty Notice.
