Latest news

Progress on the new Local Plan for the borough has been delayed, because Hampshire County Council will not release one of the strategic sites for development (the land west of Woodhouse Lane, Hedge End).  The Council is reviewing its options, but we will need to find some alternative sites, and to consult the borough’s residents on these.  We will update this website when a new programme for the work on the Local Plan has been agreed.

Current Consultations

Draft Revised Statement of Community Involvement - Consultation

The Council has updated its Statement of Community Involvement, which explains how the local community and other statutory consultees are to be involved in the planning process, including the development of planning policy and planning applications.  The draft revised Statement of Community Involvement is published for public consultation starting 20 May.  You can see it at:

Draft Revised Statement of Community Involvement May 2013

Please can you send your comments to us by 28 June 2013.  Details of how to respond are in the document.

Local Development Scheme

The Council has updated its Local Development Scheme, which is the programme for work on the emerging Local Plan.  This has been necessary because following the withdrawal of a major strategic site by the landowner, the Council has to find alternative sites and repeat the draft and pre-submission consultation stages of the local plan process.

Sustainability Appraisal Scoping Report

The Sustainability Appraisal Scoping Report is being updated in consultation with the Environment Agency, Natural England and English Heritage, it sets out baseline data about the borough, and identifies key sustainability issues that the plan needs to address.  It also includes the framework for undertaking sustainability appraisal of the local plan options and proposals. The revised version will be available here shortly.

Land behind 75-97 Hiltingbury Road, Chandler’s Ford draft development principles for consultation

The land, which occupies a total area of approximately 0.59 hectares (including the existing shops and parking area) is in a variety of ownerships. The Borough Council own part of the site which includes the former youth club and the access to it. The area behind the shops has development potential for residential use and a draft (non statutory) document has been prepared which sets out principles of development for the site to;

  • Provide a strong steer on development principles in planning terms for this site
  • Reduce uncertainty and simplify the process of securing planning consent for a residential development of at least 14 dwellings on the identified site
  • Establish appropriate access proposals and an indicative layout for the site with further information to demonstrate how new residential accommodation could be developed

Development Principles Consultation Draft Document

It is intended to take a final version of the draft document to the Chandler’s Ford and Hiltingbury Local Area Committee on the 5th June for consideration and in the meantime I would be very grateful for any comments on the draft document, which will be taken into account when preparing the report to the Committee.

I would be pleased if you could let me have your comments by the 15th May if possible. Please sent your comments to julian.davies@eastleigh.gov.uk  or by letter to ;
