Animal Licensing and Welfare Policy and Public Space Protection Order (PSPO) for the Control of Dog Fouling Consultation
Eastleigh Borough Council is looking to bring in a Public Space Protection Order (PSPO) for the Control of Dog Fouling – that sets out how the authority responds to people who allow their dogs to foul, without picking it up. It wants residents’ views on proposed measures to penalise offending dog owners. These include a £100 on-the-spot fine, with possible prosecution through the courts if the fine is not paid.
A PSPO is intended to deal with a particular nuisance in a defined public space, where the behavior is having a negative impact on the quality of life for people nearby. It can remain in place for up to three years and breaking a PSPO may lead to a fixed penalty notice or prosecution. They were introduced under the Anti-Social Behaviour, Crime and Policing Act 2014.
In conjunction with this is the consultation for the proposed Animal Welfare and Licensing Policy. The Council is seeking residents and stakeholders views on both documents:-
The Consultation runs until Monday 6 May 2024 and members of the public can take part via an online survey.
The resulting views and comments will be reported to Councillors later this year.
