Eastleigh Borough Council is looking to appoint one (possibly two) Independent Person(s) to assist the Council's Monitoring Officer and its Administration Committee to ensure and promote high standards of ethical conduct among local Councillors.
The Localism Act 2011 requires the Council to have in place a process under which allegations that a Borough Councillor has failed to comply with the relevant council's code of conduct can be investigated, The same process will also apply to any councillor or co-opted Member of a Town or Parish Council within the Council’s area.
The views of the Independent Person would normally be sought prior to any formal investigation or sanction being imposed. In addition, the Independent Person can be consulted by the Councillor against whom an allegation has been made
Applications are sought from individuals who live or work in the local area. No experience of local government is necessary, but you will need to demonstrate that you have the ability or previous experience of deciding what is or what is not improper behaviour.
To be eligible to apply you must not have been a councillor or employee of Eastleigh Borough Council within the last five years. In addition, you must not be related to or a close friend of any councillor or employee of Eastleigh Borough Council (or any of the Town and Parish Councillors within the Eastleigh Borough Council area). Finally, you should not have any political affiliations.
The appointment will come into effect on 1st December 2020 and will initially be for a period of 4 years. A small allowance will be paid and the workload is unlikely to exceed 2 hours per month.
