Development Planning Manager

£45-£65k dependent on experience

Permanent - based in Eastleigh

We really make things happen for the 122,000 residents of Eastleigh Borough and we are committed to delivering on our promise to create sustainable communities and increase employment & wellbeing opportunities for all.  That’s why we are embarking on a landmark development programme, setting the standard for community led development.  We recently acquired a 310 acre development site and are poised to launch the Horton Heath Programme – the first phase will comprise new strategic highway, new education & community facilities, six hectares of employment land and up to 1400 new homes offering a variety of tenures.

The Horton Heath Programme is not just about building houses while maximising the bottom line, it is about protecting and enhancing the environment, promoting health & wellbeing for all and building great communities for people to live, work, play and thrive.

This is just the beginning, and you can be part of it from the very start.

About the role:

In order to deliver the proposed development programme, a number of major planning applications will have to be prepared, submitted and determined. The scope and range of the project will lead to several complex and interrelated planning processes that need to be prepared and coordinated.

In this key role you will act for the Council in their role as Developer, to manage and lead on the preparation and delivery of all town and country planning services for the Horton Heath Programme. You’ll make certain that the planning application process fully meets all legislative, regulatory and health and safety guidelines. Equally importantly, you will work closely with a varied team providing expert planning input and build effective relationships with key stakeholders and contractors to ensure the planning meets the programme’s aspirations and requirements.

About you:

You will have an enhanced level of experience of managing all aspects of planning application and section 106 processes within a commercial development environment as well as good working knowledge of design standards, building regulations and the funding criteria relevant to the Housing sector.  With a strong track record of securing planning permissions for large scale housing projects, you will also have a natural ability to coordinate and focus multi-disciplinary teams and partners to get the desired outcomes.  Naturally, this will require relevant professional qualifications, attention to detail, strong negotiating and business acumen and of course the drive and determination to make things happen.

About us:

In return you will be working with a great team and an organisation that is truly committed to a flexible and enjoyable work environment. We are passionate about personal and professional development for all staff, offering exceptional conditions of employment including a defined benefit pension scheme, 30 days’ holiday, flexible working arrangements – plus the chance to make a lasting difference to the community of Eastleigh.

If you have the skills and motivation we are looking for and this is of interest to you, we would love to hear from you.  Please send your CV to
