Rough sleeping

Streetlink is a facility for reporting rough sleepers in England and Wales.

If you become aware of a rough sleeper in any area, please report to Streetlink on 0300 500 0914 or online at www.streetlink.org.uk providing the following information:

  • the location of the rough sleeper
  • the date and time the rough sleeper was seen in the location
  • descriptive information (gender, age, clothing, distinguishing features)
  • any additional information to identify the rough sleeper

Reports of rough sleepers are referred to the relevant local authority or outreach service operating in the area. They will attempt to find the rough sleeper and support them to connect with relevant services.

Severe Weather Emergency Protocol
We take a responsive approach to reports of rough sleeping in Eastleigh Borough. Working with our homeless outreach service, Two Saints, we take every opportunity to engage with rough sleepers to assess the cause of their homelessness, address their needs and support them to relieve their homelessness.

During periods of severe weather, rough sleepers are at increased risk of harm and potentially death. To alleviate risks to rough sleepers in the event of severe weather, we take appropriate action by way of the provision of shelter in accordance with our Severe Weather Emergency Protocol (SWEP).
