Street Trading Licences
To trade from a mobile food outlet in the borough of Eastleigh a
Street Trading Consent must be obtained from the Council.
How to apply for a Street Trading Consent:-
- You need to complete an application form.
This must be returned to Environmental Health along
with a map of the area. The map must indicate clearly the
location in which you wish to trade.
- When you receive the application form you will also receive a
copy of our Street Trading Policy and
an Advice Note which
will give you general information about street trading.
- The application form and map will be submitted to two
seperate panels of consultees for their comments.
- The first panel includes Highways, the Police, our
Anti-Social Behaviour Unit and the Local Area Co-ordinator
responsible for the area in which you wish to trade.
- Once we have the comments from these consultees the second
panel is consulted and that is made up of the
Councillors responsible for the area in which you are
applying to trade. .
- This process can take up to 28 days.
- Eastleigh Borough Council do not provide a list of streets
where you can trade. It is up to each applicant to find their
own pitch and then apply for permission.
- If you are given consent to trade an annual fee is
payable. The cost depends on how many days you wish to
trade and you will find a list of charges on page 4 of our
Street Trading Policy
Street Trading in the Borough is strictly controlled.
Permission is required from the council to trade in most streets
and in the remainder, trading is prohibited.
The Prohibited Streets (streets where trading is not allowed)
are:-
- Allbrook Hill, Eastleigh
- Allbrook Way, Eastleigh
- Chestnut Avenue, Eastleigh
- Knowle Hill, Eastleigh
- Stoneham Lane, Eastleigh
- Twyford Road, Eastleigh
- High Street, West End (and the land adjoining)
All other streets in the borough are Consent Streets and it may
be possible to obtain a consent to trade in them.
The term "street" also includes any land to which the public
have access without payment. For example, if you want to trade in a
car park attached to a trading estate, although this is off the
main highway, you must still apply for permission to trade.
If your consent allows you to serve hot food or drink to the
public between 23.00 and 05.00 hours you will also need a Premises
licence under the Licensing Act 2003. This can be obtained
from Southampton City Council. You can contact them at
licensing, P O Box 1344, Southampton SO15 1WQ or telephone on 023
8083 2749/023 8083 4439. Their email address is liquor.license@eastleigh.gov.uk
Street Trading is covered by the Local Government (Miscellaneous
Provisions Act) 1982 at www.legislation.gov.uk
