Transport Noise and Environmental Noise Directive

The Environmental Noise Directive, (END) also known as 'Noise Mapping', places obligations on central government and those responsible for transport noise to consider and where necessary manage noise around busy roads, railways and airports.

In Eastleigh we are subject to noise from the rail and road network, in particular the M27 and M3, and also from Southampton International Airport.

Have recently published noise maps for area and have identified priority areas where they predict noise levels may be high.  These are known as first priority areas.  Defra are working with those responsible for the noise to examine these areas in more detail.  Where noise levels are found to be too high, those responsible for the transport noise have a responsibility to take appropriate action to manage the noise.

Southampton International Airport
Have recently consulted the public and other interested parties on their Action Plan, to manage noise in the area around the airport. When they have finalised their plan it will need to be approved by the Government, and then it will be published. The plan will state in detail what the airport are going to do to manage noise arising from their activities.

Noise from aircraft is not covered by legislation that we enforce.  However at Eastleigh we have a set of standards which have been agreed with the Aircraft Authorities (The Flying Control Agreement).  This covers a variety of airport activities including hours of operation, routing of aircraft etc.  For further information contact Tony Wright on 023 8068 8245 or email tony.wright@eastleigh.gov.uk
