Congestion and Pollution on Hamble Lane

An action plan has been agreed by the Local Area Committee, to try to reduce pollution at the top end of Hamble Lane, between the Portsmouth Road junction and the Windhover roundabout.  This stretch of Hamble Lane has been designated an ‘Air Quality Management Area’ due to excessive levels of Nitrogen Dioxide from vehicle emissions. The action plan includes looking at changes to the road layout to improve traffic flow. Everyone can play their part by reducing vehicle trips or travelling outside peak hours.

Take care at Junction 8

When approaching the Junction from Windhover roundabout you will soon see white arrows painted on the road surface indicating which lane you should use on approaching the roundabout under the motorway.  If you want to turn left onto the westbound M27 you must be in the left hand lane only. 

Committee continues support for Windmill

The Local Area Committee agreed in February to continue funding for Bursledon Windmill.  The Committee is working with Hampshire County Council, Bursledon Parish Council and local groups and volunteers to maximise opening hours and the quality of experience for visitors within a tight budget.  Major repairs are needed to the main windshaft but the site is still open to visitors on Sundays.  Contact 0845 603 5635 or go to www.hants.gov.uk/windmill for details.

HYPE Youth Centre news

From May, youth services at Hamble Young Peoples Experience (HYPE - the youth centre on the Hamble College campus) will be provided by YMCA Fairthorne Manor.  Because of funding contributions by the Local Area Committee and the three Parish Councils, there will be no change to the services available:  youth drop-ins, health advice drop-in, Aspergers and young carers groups, and outreach work in our 3 villages.  We want to say a big thank you to Donna Brewer who has worked at HYPE and in the BHH area for over 10 years.  All our best wishes for the future!

Funding for local groups

The Local Area Committee continues to fund local groups despite financial pressures.  Here are the projects that have been awarded funds for 2012/13:

  • New sports hall at QE2 centre at Manor Farm Country Park
  • New doors at the Scout building at Pilands Wood
  • Improvements at Hamble Memorial Hall
  • Garden equipment for Hamble Primary School
  • Training for staff at Hamble Village Playschool
  • Outings for members of Hamble Monday Club
  • Hall hire for Bursledon Lunch Club

Bursledon Community Centre

Bursledon residents and visitors will have noticed that trees have been removed from the site before the bird-nesting season started. Work on site is due to start autumn 2012, with the building completed early 2014. See www.eastleigh.gov.uk/proposedbcc for details.

Local Area Committee meetings are held at Hamble Primary School so that people can come along and ask questions.  You don’t have to have an item on the agenda as there is always a public question session at the start of each meeting. 

The next meeting dates are 28th June, and 27th September.  All meetings are on a Thursday at 5.30pm at Hamble Primary School. If you’d like to know more about the meeting before coming along, or anything else about the work of the Council in the area – please get in touch.

Local Area Committee (LAC)

The residents of the area elect 7 Members to the Bursledon, Hamble-le-Rice and Hound Local Area Committee, which meets locally 5 times a year.  The committee makes many of the decisions involving Borough Council functions and resources, particularly regarding planning and traffic management issues.

Come and have your say – our Committee meetings are open to the public and we welcome anyone who wants to raise a local issue with all 7 Borough Councillors for the area at the same time.  Meetings are always on Thursdays at 5.30pm at Hamble Primary School in Hamble Lane (SO31 4ND) on the following dates:

LAC Priorities for the area

  • Provide support for young people.
  • Wellbeing of older people
  • Reject proposals for gravel extraction at Hamble Airfield
  • Develop improved health and community facilities at Bursledon Community Centre
  • Keep neighbourhoods clean and tidy across the area
  • Tackle deprivation
  • Improve roads, pavements and parking
  • Work together with Parish Councils, Schools, Police, Housing Associations and a range of other agencies
  • Promote a more efficient way of running Bursledon Windmill
  • Respond to community safety concerns
  • Support local community groups to look after vulnerable residents
  • Improve air quality and congestion at the top of Hamble Lane
  • Support the development of Parish Plans in Bursledon and Hound.

We work closely with other agencies including parish and county councils.  

Description of the area

The three parishes of Bursledon, Hamble-le-Rice and Hound together make up the southernmost part of the Borough fronting the Solent, bordering Southampton to the west and Fareham to the east.

The three parishes are diverse with a variety of competing demands.  These include heritage e.g. the picturesque ruins of Netley Abbey, the Castle and the working Bursledon Windmill as well as several conservation areas.  In parts it has a rural character with managed countryside sites and attractive walks e.g. Hamble Common and Royal Victoria Country Park.

The waterfront includes the quay and marinas on the Hamble River, the Headquarters of the Royal Yachting Association, the country's yachting Mecca and one of   the largest recreational boating centres in Europe with over 3,000 moorings. The river has a long history of boat-building and Bursledon was the site of major shipyards between the 14th and 19th centuries.  This included the construction of Napoleonic Men of War as well as Henry V's Grace Dieu lying near Bursledon Bridge.

There are two ancient monuments with Iron Age structures on Hamble Common and a Roman villa at the fork of the Upper Hamble.  Furthermore, a significant contribution to the history of the development of aviation has been made by Hamble with links to such famous individuals as R J Mitchell, Amy Johnson and Nevil Shute.

Over the past few years Hamble Community Sports College has developed an extensive new sports complex.  This includes a new sports hall, fitness and movement suites, refurbished swimming pool, dedicated £1.1 gymnasium managed by the nationally known Dynamo gymnastics club as well as a new youth centre – HYPE – Hamble Young People’s Experience.  Other new facilities in the area include a new medical centre in Satchell Lane.  The Hamble Square area has received a major overhaul in conjunction with the County Council.  There are a range of community premises in the three villages, most managed by voluntary and community organisations, offering a wide variety of activities.

Economic life includes the largest company in the Borough i.e. Smiths Aerostructures employing over 1,200 people, the BP Oil Terminal, a large Tesco Superstore and Coopervision.
