Velmore Estate Redevelopment

Introduction
The Velmore Estate is a post war development of both private and social housing having been constructed on a former military camp. Following an appraisal of their housing stock, First Wessex Housing Association (then known as Atlantic Housing Association), found that their one-bedroomed bungalow units were unable to meet ‘decent homes’ standards whilst also being laid out at very low density thereby not making the best use of scarce housing land.

Proposals
The objective of the redevelopment proposals was to increase the number of high quality affordable housing units by building at higher density. This would help to address ever-increasing housing need.

Following a difficult start, First Wessex Housing Association entered a lengthy and detailed consultation with their tenants to assess rehousing needs to enable the redevelopment of seven areas of the estate:

  • Somerset Crescent - south side
  • Belmont Road – south side
  • Surrey Road – south side extending into Sussex Road
  • Cornwall Road – south side
  • Westfield Crescent – hexagonal island
  • Kent Road – east side adjacent Cox Row play area
  • Kent Road (Chapel Corner) – wasteland to rear of Velmore Church

Planning permission was given in Oct 2009 for the demolition of 100 bungalows and the construction of 189 new units of housing, including flats, houses and bungalows.

Negotiated Benefits
A legal agreement was also been completed to ensure:

  • a minimum of 100 replacement affordable dwellings plus 35% of the remaining 89 dwellings to also be affordable.(At the present time it is intended that all the housing will be affordable)
  • an area of public open space at the end of Cornwall Road to include a children’s play area
  • improvements to existing Cox Row area of public open space
  • the provision of a significant number of street trees throughout the estate
  • community/health infrastructure
  • public art
  • sustainable transport measures
  • highway improvements

Construction Programme
A draft construction programme has been produced – however some of the programme is dependant on progress with rehousing of tenants. 

  • Late 2009 – Somerset Crescent – refurbishment of 18 existing bungalows
  • Late 2009 – Surrey Road
  • March 2010 – Chapel Corner
  • June 2010 – Somerset Crescent – new build
  • July 2010 – Belmont Road
  • August 2010 – Kent Road
  • September 2010 – Cornwall Road and flats in Somerset/Belmont Road
  • October 2010 – Westfield Crescent
  • April 2011 – Westfield Crescent
  • Sept 2011 - Sussex Road
