Planning Advice
Do I Need Planning Permission?
You can make certain types of minor changes to your home without
the need for making a planning application. These rights are
called ‘permitted development rights’ and derive from a general
planning permission granted not by the local authority but by
Parliament. The leaflets below have been designed to give you an
introduction to permitted development rights and help you to
establish whether or not you need to make a planning application.

If you require written confirmation of whether or not a
planning application is required for your proposed works you can
use our
Householder Enquiry Form (pdf) or for non-household
works you can write to us at Development Control, Eastleigh
Borough Council, Civic Offices, Leigh Road, Eastleigh, SO50 9YN,
including details of your proposals, an indicative drawing showing
accurate distances and dimensions, as well as any supporting
information you may feel will help us to answer your enquiry.
Please Note: this is a fee paying service which carries a charge of
£25.00 per enquiry; enquiries received without the correct fee will
not be processed.
Please Note: It is your responsibility to
ensure that any works you undertake have the necessary permission.
If you build something that requires planning permission and you
have not obtained this permission, you may be subject to
enforcement action that could result in you being asked to
remove or undo the works you have undertaken which could prove both
costly and time consuming.
Pre-Application Advice
What are the benefits of obtaining pre-application
advice?
Pre-application advice will help you to:
- Identify any aspects of your proposal that may need
to be amended or resolved prior to you submitting a planning
application.
- Find out which planning polices are relevant to your
application and get guidance on how we apply them.
- Receive guidance on Planning Obligations (S106 Agreements)
where applicable.
- Receive advice on any consultation you should carry out before
submitting your application.
- Identify the information that you will be required to
submit with your application.
- Increase your chance of submitting a successful planning
application.
Please Note: Advice can only be offered in
relation to a particular proposal or specific site and not in
general terms. Any advice given is done so on a without
prejudice basis.
How do I obtain pre-application advice?
There are two main ways that you can obtain pre-application
advice:
Duty Planning Officer
A duty planning officer is available to provide information and
advice on minor planning proposals such as household works as
well as guidance on the planning process in general. The
service is available Monday to Friday between the hours of 9.30am
and 12.00pm and no prior appointment is necessary. You should
be aware, however, that this is a popular service
which can often be very busy, as a result of which the
officer can only spend a maximum of 15 minutes with each
person. The duty officer service is unsuitable for obtaining
advice on larger scale developments; written pre-application advice
should be sought in this instance. Any advice given by the Duty
Officer is done so on a without prejudice basis.
Written Pre-Application Advice
The purpose of written pre-application advice is to provide you
with more comprehensive and specific guidance on your proposals
than the duty officer service can reasonably provide. We request
that you send your proposals along with the relevant
information and plans (see below) either via email to planning@eastleigh.gov.uk or
by post to Development Control, Eastleigh Borough Council, Civic
Offices, Leigh Road, Eastleigh, Hampshire, SO50 9YN.
If you are unsure which method of obtaining pre-application
advice is right for, you are encouraged to contact the Development
Control Unit on 023 8068 8258 (Northern Team) or 023 8068 8350
(Southern Team).

Is there a charge for pre-application
advice?
No, the Council makes no charge for the planning pre-application
advice service.
What information do I need to provide?
The more information you can provide to us regarding your
proposal, the more in depth and comprehensive our feedback will
be.
For duty officer enquiries: we ask that you have a minimum
of the address details of the site as well as specific details of
the positioning of the proposed work and the scale and size of
the development proposed. Architects plans are not necessary
at this stage, though a sketch of your proposals as well
as photographs of the site (where possible) will be
beneficial in enabling the duty officer to give clearer
and more informed advice. Dependent on the scale and nature of
your proposals, the duty officer may recommend that you obtain
written pre-application advice to allow for a more
comprehensive review of your proposals.
For written pre-application enquiries: more comprehensive
information will almost certainly be required. Therefore, we ask
that you provide us with a minimum of a covering letter
stating the site to which your proposals relate as
well as a clear description of your proposals, and indicative
plans showing accurate distances and dimensions of the works; these
plans do not need to be of an architects standard at this time,
however, it may be that these will be necessary for larger scale
and more complex developments. Any further information you can
provide or feel relevant to your proposals, such as site
photographs, will also be of a benefit.
The planning officer reserves the right to request further
information relating to development proposals, especially with
regards to proposals where without such information no opinion
or judgement can be reasonably given or made.
How long will it take to receive a response to my
enquiry?
The pre-application advice service is
discretionary and our priority is to process the planning
applications we receive. We will, however, endeavour to deal with
your enquiry as quickly as possible.
Will the Planning Officer visit the site as part of a
pre-application enquiry?
A site visit will not
automatically be undertaken as part of a pre-application enquiry.
Site visits will only take place when the planning officer deems
them to be strictly necessary and he/she will contact you
prior to any visit if this is the case.
Will the advice I receive
be reliable?
We make every effort to ensure that
any advice given is accurate and we will consider each proposal on
its own merits. However, it is important to note that any advice
given will be the views of a planning officer at that time based on
the information provided about your development proposal, it in no
way guarantees a positive outcome for your planning application
nor can any advice given be binding on the Council.
