Apply for Planning Permission

Electronic applications

We encourage applicants to submit planning applications electronically using the Planning Portal web site. This enables you to identify the right form that you need to use, ensure that you have included the relevant information required and pay the correct fee electronically using the worldpay service. You can also purchase ordnance survey location and block plans from the Planning Portal during the process.

Submitting your application by post or in person

The application forms, accompanying guidance notes and validation check lists can be downloaded, printed and submitted by post. Please send your completed application along with the correct fee (cheques should be made payable to Eastleigh Borough Council) to: Development Control, Eastleigh Borough Council, Civic Offices, Leigh Road, Eastleigh, SO50 9YN:

Fees for Planning Applications

You can check the correct fee to accompany your planning application using the fees list below. If you are still unsure as to the fee that is relevant to your proposals you are encouraged to contact the Development Control Unit on 023 8068 8264.  


Location and Block Plans

Ordnance Survey standard location and block plans are as a general rule required to be submitted with all planning applications. You can purchase location and/or block plans to accompany your application from Ordnance Survey approved stockists. If you are required to submit an application for discharge of conditions (Approval of Details Reserved by Condition) you can do so using the application form below.

The fee for discharging of planning conditions are:

  • £25.00 for an application to discharge of one or more conditions relating to extending or altering a dwellinghouse or other development within the curtilage of a dwellinghouse; or,
  • £85.00 for an application to discharge one or more conditions relating to all other development.
