Local Plan 2011-2029: Pre-submission consultation
As you will know, the Council is preparing a new Local Plan for
the borough. 
The pre-submission Local
Plan and its updated sustainability appraisal,
Habitats Regulations
assessment and transport
assessment were agreed by Cabinet and Council for consultation
on 26 July 2012. They were published on 17 August and the
closing date for comments was Friday 12 October 2012.
These are the versions of the Local Plan and its related
assessments and appraisals that the Council intended to submit to
the Secretary of State for formal examination (along with other
supporting evidence).
The consultation on these documents has now
closed.
This was intended to be the final consultation before
the plan is submitted for examination. However the outcome of
the pre-submission consultation means that we have to change the
plan and the programme for preparing it .
Programme update 20 May 2013:
Following the consultation on the pre-submission Local Plan the
Council’s intention was to progress the Local Plan to examination
in 2013. However, a small number of representations have
raised issues that mean we have to reconsider some of the Local
Plan’s proposals. Hampshire County Council’s withdrawal of a
major residential development site, means new residential
allocations needed to be found, and that this meant that the
programme for preparing the Local Plan would be delayed. In
addition,we also need to address concerns expressed by the Highways
Agency about the transport assessment. . After consideration
of all the issues, we have concluded that we must repeat the draft
and pre-submission consultation stages for the Local Plan.
On 16 May 2013, the Council’s Cabinet agreed a
new programme for preparing the Local Plan – the revised
Local Development Scheme (LDS) May 2013. You
can see the new LDS on our
website.
In the meantime, we are investigating
alternative site options, and we have commissioned further work on
transport assessment. We are also updating other parts of our
evidence base – see below. Work is also progressing on the
implementation of some of the sites that have already been
identified through the Local Plan so far. Permission has been
granted for the development of the strategic site at Boorley Green
and the housing site north of Pylands Lane, and negotiations are in
progress on a number of other sites.
Statement of Community
Involvement
We are inviting comments on an update of the
Statement of Community Involvement (SCI) which
sets out how the community is to be involved in planning
matters.
Sustinability Appraisal Scoping
Report
The
Sustainability Appriasial Scoping Report has been updated. It
sets out baseline data about the borough and identifies key
sustainability issues that the plan will need to address along with
a framework for the sustainability appraisal.
Programme update 10 January 2013:
Following the consultation on the pre-submission Local Plan the
Council’s intention was to progress the Local Plan to examination
in 2013. However, a small number of representations have
raised issues that mean we have to reconsider some of the Local
Plan’s proposals. In particular, the County Council in its
capacity as landowner has stated that its land west of Woodhouse
Lane, Hedge End will not be made available for development during
the plan period. In addition, concerns have been expressed by
the Highways Agency about the transport assessment undertaken for
the Plan and the County Council’s acceptance of that assessment in
its present form. The Borough Council is reviewing its
position and discussing these representations with HCC as
landowner, HCC as the highway authority and the Highways
Agency. It is likely that alternative housing sites will have
to be found, and further transport assessment work
undertaken. Once a conclusion has been reached, the Council
will review the Local Development Scheme which sets out the
programme for preparing the Local Plan. Further updates will
be posted on this website as they become available.
Viewing the Pre-submission Local Plan and related
documents:
The pre-submission Local Plan and related appraisals,
assessments and other supporting evidence can be viewed below, and are also available
for inspection at the Civic Offices, town and parish council
offices and public libraries in the borough. Documents can be
purchased, prices £45.00 for the Local Plan, £25.00 each for the
draft appraisals/assessments, incl. p&p.

The consultation on the pre-submission Local Plan was
advertised in the Southern Daily Echo and a copy of the
advertisement is available here. Attention was
also drawn to the pre-submission Local Plan consultation in the
Council’s free newspaper, the
Borough News, and in the Planning Policy & Design Team
August newsletter.
As well as the appraisals and assessments,
other parts of the Plan’s evidence
base have also been updated, and will now need to be
updated further. The Council is also preparing a
number of other documents relating to the Local Plan and how it was
prepared. A Statement of Consultations has been completed
which explains how the Council has undertaken consultations on the
emerging Local Plan, related evidence and other documents.
An Equalities Impact
Assessment has also been prepared. Other documents in
preparation include an infrastructure delivery plan, a duty
to cooperate statement, a statement of compliance with the National
Planning Policy Framework, a statement of compliance with the South
East Plan, a soundness self assessment, an assessment of legal
compliance. These will be made available on this website as
soon as possible.
Following the end of the pre-submission Local Plan consultation
on 12 October 2012, the representations received are being
analysed, and consideration is being given to whether any of them
can be resolved by minor amendments to the Local Plan or to the
proposals map. If it appears possible we will be in touch with the
respondent to suggest how their comments might be dealt with.

Consultations on proposed changes, appraisals and assessments 1
June – 13 July 2011
An initial review of the comments received on the draft Local
Plan and further evidence particularly on employment land suggested
that we needed to propose some changes to the draft site
allocations. We also needed to consult on the appraisals and
assessments that had informed the preparation of the draft Local
Plan. We therefore undertook a consultation on the following
documents commencing 1 June 2012, with a closing date of 13 July

The draft Local Plan was published for
consultation on 28 October 2011. The consultation period
extended to 3 January 2012. In response to this consultation
the Council received some 2700 representations from around 1200
individuals and organisations. The representations can be
