Responsible for local policy, local matters including planning applications and planning enforcement, traffic management, environmental improvements, leisure facilities, local refuse collections and recycling.  Has its own budget and, provided it operates within overall corporate guidelines and the Corporate Strategy priorities, is able to use this in whatever way it thinks is appropriate to meet local circumstances.
