Welcome

Minutes:

The Chairman welcomed back Councillors John Caldwell, Alan Broadhurst and Pamela Holden Brown following their recent re-election, and also congratulated Councillor Caldwell on his appointment as Mayor of the Borough.  He also welcomed Councillor Judith Grajewski as a new member of the Local Area Committee and hoped she would enjoy working with the Committee.

3.

Declarations of Interest

Minutes:

Councillor Holden Brown declared a personal interest in agenda item 8 – planning application for Draper Tools, Hursley Road, Chandler’s Ford.  She is a neighbour and her property borders the application site.

Public Participation

Minutes:

Mr Alex Murison spoke with regard to a damaged kerb in Brownhill Road which had slashed two tyres on his car.  Despite following the complaints procedure with Hampshire County Council, three months previously, he had only just received a reply refusing his claim.  Correspondence received relating to the incident had contained many errors in particular referring to the wrong location.  Mr Murison felt the kerb was a danger to children and other motorists.  The Committee agreed to write to the County Council on his behalf. 

 

Mrs Pauline Rhodes spoke with regard to the Caroline’s Crossing sign which although having been re-erected had since fallen off again.  The Area Co-ordinator agreed to follow up this problem.

 

Mrs Rhodes also spoke with regard to the recently removed birch trees at Fryern Arcade.  Although these trees had been the subject of a tree preservation order at the time they were felled it had been stated they were unsafe.  Subsequently Mrs Rhodes had seen copies of the planning application which stated they were neither diseased, damaged, or a problem to drains.  Mrs Rhodes stated they had been felled against the recommendation of the Tree Officer.  She noted that replacement trees promised had not yet been planted. 

 

Referring to the new noticeboard at the Library, Mrs Rhodes noted this had since been removed whilst building works were undertaken in the vicinity.  She requested that when the board was re-erected it was in an accessible positon.  The Area Co-ordinator informed the meeting that the Library was due to re-open on 9 June and he would meet with Mrs Rhodes after this date to look for the most appropriate position for the noticeboard. 

5.

Chairman's report

Minutes:

The Chairman advised that St Martins in the Field Church was celebrating its golden jubilee and wished to use this occasion as a milestone to reach out to the community.  To this end it had requested a sign directing people toward the church.   The Chairman asked for, and received, the Committee’s agreement to provide such a sign at a cost of £400.

Area Co-ordinator's Report

Minutes:

The Area Co-ordinator gave updates on the following:

 

First meeting of the Chandler’s Ford Parish Council - The elections for the new Chandler’s Ford Parish Council were held on Thursday 27 May.  The first meeting of the Parish Council was to take place on Monday 7 June at 7pm in the Dovetail Centre. 

 

Those elected were:

 

Chandler’s Ford East: Colin Bull, Carole Hodgson, David Pragnell, Julie Roberts

Chandler’s Ford West: Alexandra Arnett, Alan Broadhurst, Elizabeth Shannon, Mark Streeter

Hiltingbury East: Margaret Atkinson, Paul Cole, Godfrey Olson, Robert Sprague

Hiltingbury West: David Boyes, Judith Grajewski, David Hosegood, Michael Hughes

Velmore: Paul Bicknell, Peter Luffman.

 

Hocombe Mead - The Grasslands Trust, Eastleigh Borough Council and local residents celebrated the coming together of the “Friends of Hocombe Mead Group” on Thursday 20 May with the installation of brand new information boards and the laying of six tons of gravel to improve access at the Ashdown Road entrance to the reserve. 

 

The newly formed community group would now help to look after their reserve, which was owned and managed by Eastleigh Borough Council. Hocombe Mead was the Borough’s first Local Nature Reserve and was a flagship site in terms of its wildlife and conservation. The Grasslands Trust received praise and thanks from the Mayor of Eastleigh, Councillor John Caldwell, and Members of the Local Area Committee with Hocombe Mead hailed as a great example of an excellent Community Project. More information about Hocombe events and work was available at www.hocombe-mead.org and www.grasslands-trust.org.

 

Police Street Meets – these had now been set up over the coming summer months, and dates were circulated.

7.

Presentation on Planning Guidelines

Minutes:

Development Control staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

The Committee considered the report of the Head of Development Control (Agenda Item 8) concerning an application for outline planning permision for: (1) Construction of 130 dwellings comprising 59No 3-bed houses, 45No. 4-bed houses, 26No. 2-bed flats (use class C3) with access from Hursley Road and associated roads, parking, landscaping, open space and play area, following demolition of existing industrial building.  (2) Construction of 60-70 bed care home and 10No. Close care bungalows (use class C2) with access from Ramalley Lane, with associated parking and landscaping.  (Matters of access and layout only to be considered). (Ref. O/10/66978).

 

The Committee was advised that objections raised by the Heads of Planning Policy and Regeneration and Countryside and Trees had been maintained.

 

RESOLVED -

 

That permission be GRANTED subject to:

(1)               The applicants making provision within the Section 106 agreement for improved parking arrangements in Ramalley Lane;

(2)               An additional condition regarding no driven piling : “Details of the type and timing of any piling works shall be submitted to and approved in writing by the Local Planning Authority before development commences and no driven piles shall be used. Reason: In the interests of residential amenity.”

(3)               The recommended conditions and reasons and Section 106 requirements as detailed in the report.

 

(NOTE: (1) The Committee expressed their appreciation of Drapers as part of the community and the thorough manner with which they had consulted with their neighbours; (2)  Councillor Holden Brown declared an interest, spoke and then left the room taking no part in debate or voting thereon; and (3) Three members of the public spoke in support of the application.)

Planning Appeals

The Head of Legal and Democratic Services to report that the following appeal has been dismissed:-

 

79 Hocombe Road, Chandlers Ford SO53 5QB (Ref: F/09/66336) – appeal against refusal to grant permission for single storey and first floor extensions, two storey entrance and extended balcony (resubmission of F/09/65521).

11.

Appointments to Regulatory Panel, and Eastleigh Strategic Partnership

To appoint a Regulatory Panel to deal with Licensing Issues not covered by the Licensing Act 2003 or Gambling Act 2005.  In the past, the Committee has nominated all Members to serve as a ‘pool’, from which three Members could be called upon.

 

Eastleigh Strategic Partnership – one representative to be appointed.  (To attend approximately 2 meetings a year alongside representatives from a number of agencies within the Borough. The role of the group is to ensure the delivery of outcomes identified in the Community Plan.)

Minutes:

Consideration was given to a report of the Area Co-ordinator which recommended utilisation of developer’s contributions in key areas as well as summarising progress on active schemes and setting out future priorities for the area.

 

RESOLVED –

(1)               That progress on active schemes be noted;

(2)               That contributions be allocated to the schemes detailed in paragraphs 14 and 15 of the report; and

(3)               That replacement funding be agreed as per paragraphs 16 and 17 of the report.
