Empty Properties
Eastleigh Borough Council encourages owners of empty dwellings
within the borough to bring them back into use. Bringing an
empty dwelling back into use can prevent it from being a target of
vandalism, squatters and other anti-social behaviour and prevent
properties from falling into disrepair. It can also generate
additional income for owners, help to maintain the value of the
property, offset Council Tax and other service charges and helps to
ease pressure on the high demand for housing within the
borough.
In assisting owners to bring empty properties back into use the
Council can provide advice on renting a property out or using a
letting agent, advice on carrying out repairs and details of
potential tenants.

The Council, through Portsmouth Housing Association also
provide a Private Sector Leasing scheme. This scheme
involves homeowners passing over their properties to the Housing
Association to manage for an agreed period of time for a monthly
return. The Housing Association in turn approaches the
Council to seek nominations for applicants in need of

Where informal measures to bring long term empty properties back
into use are unsuccessful the Council may apply for an Empty
Dwelling Management Order (EDMO), if it is apparent that an owner
has no intention of bringing it back into use. If successful
the Council can take over the management of the property to ensure
that it is brought back into use.
