Designated Public Places Order
The Council has been asked to consider making the centre of
Eastleigh a place where there are special controls on drinking
alcohol in public. In order to establish this area the Council
is proposing to make a Designated Public Places Order (DPPO) –
under the Criminal Justice and Police Act 2001.
Special controls
If the Council decides to make the centre of
Eastleigh a place where there are special controls on drinking
alcohol in public, a police officer, police community support
officer or accredited community safety officer would have the right
to tell someone to stop drinking in that area. They could also take
away their drink. Someone who refused to comply could be arrested
and fined.
The controls can only be introduced in an area
where nuisance or annoyance to the public or disorder has been
linked to people drinking in public.
The Council asked local people and businesses what they
thought of this idea.

The Area
The area is outlined on the map shown.
All the land and open
spaces within the bounds of the following –
- Romsey Road;
- Leigh Road from its
junction with Romsey Road;
- Desborough Road between
Leigh Road and Hanns Way;
- Hanns Way;
- The back way behind nos.
56 to 88 Desborough Road and Eastleigh Baptist Church;
- Blenheim Road between the
back way above and Southampton Road and
- Southampton Road between
Blenheim Road and Romsey Road, including the Railway Station car
park and Lidl car park
It would include:
- all roads, paths and public areas
- privately owned places where the public can go, such as car
parks, doorways, forecourts and arcades
It would not include:
- gardens of private homes
- premises with an alcohol licence
- licenced pavement cafes
- anywhere with a temporary licence, ie. street party
