Packs are mandatory for all sales from April
2008.
Landlords for
Residential Properties must make available an Energy Performance
Certificate
for all NEW or
PROSPECTIVE tenants from October 2008.

The Energy
Savings Trust, the Government body assigned the task of assisting
Britain's households to save energy, has all the information you
need about the packs on their webpage -

Certificates.
If you are going to sell or rent a home, you will need to
provide an Energy Performance Certificate (EPC). However, you
may find it beneficial, either before you hire a qualified Energy
Inspector, or just to save more money on your energy bills, to
carry out a FREE Home Energy Check. the website link above
also offers the opportunity to order one to be done for your
home. You can also call 0800 512 012 to order a Home
Energy Check (HEC) or just for general advice on how to improve the
energy efficiency of your home.
When you're ready to instruct an Energy Assessor, you can try
the official government
Home Information Packs website, or to get a list of local
Assessors, try the List of Local
Energy Assessors. On this page you simply put in your
post code and it will give you a list of 20 local inspectors.
