Extension to Controlled Parking Zones 3 and 4

Zone 3 and 4 parking restrictions operate from 8am to 8pm between Monday and Saturday (excluding Bank Holidays).

 

Cherbourg Road

The section of Cherbourg Road between Eastleigh College and Southampton Road will become part of Zones 3 and 4.

 

There will be parking bays reserved for permit holders only. Since the boundary between these two zones runs along this part of the road, zone 3 and 4 permit holders will be able to use these bays. A number of parking bays will also be available for non-permit holders which will have a maximum four hour time limit. Permit holders will be exempt from the time limit.

 

The double yellow lines at Cherbourg Road’s junctions with Cranbury Road, Desborough Road and High Street are to be extended to improve visibility.

Doncaster Road

New double yellow lines are to be introduced in South Street once work to realign the road has been completed (see below). At the same time, double yellow lines will extend into Doncaster Road from South Street, reducing the existing Zone 4 permit bay by approximately one car length. This is to create an area where vehicles can wait when turning in from South Street if they encounter an oncoming vehicle.

 

Southampton Road

The existing marked parking bay will be reserved for Zone 4 permit holders. There will also be a short section of parking bay available for non-permit holders which will have a maximum four hour time limit. Permit holders will be exempt from the time limit.

 

New double yellow line restrictions are being introduced on the opposite side of the road. Please note that yellow line restrictions apply from the side of the carriageway to the back of the highway boundary, which includes any adjacent footway or verge.

 

South Street

Work will be undertaken over the coming months to realign South Street at its junction with Southampton Road and Wide Lane, together with new traffic signals. There will also be a new access road from South Street into the forthcoming development. Due to these changes, vehicles will no longer be able to park in this road and a double yellow line restriction will be introduced.

 

Properties that are entitled to apply for parking permits and are in roads where the zones are being extended will be sent application forms so that residents can obtain their permits before the new restrictions come into effect. Many residents will already have valid permits because these properties have previously been eligible to apply for permits to park in the surrounding roads.

Extension to Controlled Parking Zone 8

 

Cherbourg Road

The section of Cherbourg Road between its junctions with Tennyson Road and Goldsmith Road is already in Controlled Parking Zone 8. This is to be extended up to Eastleigh College. A parking bay for Zone 8 permit holders will be provided opposite property nos. 20-34.

Derby Road

The zone in Derby Road currently starts at its junction with Burns Road. This will now be extended into the remaining part of Derby Road up to its junction with Passfield Avenue.

 

The new restrictions include a parking bay reserved for Zone 8 permit holders, double yellow lines and a bus stop clearway.

Zone 9 Area

The following roads make up a new area which is known as Zone 9:

 

Abbotts Road, Burns Close, Burns Road, Cedar Road, 156-192 Chestnut Avenue, 141-223 Chestnut Avenue, Friars Road, Locksley Road, Maple Square, Monks Way, Monks Brook Close, Priory Road

 

Apart from outside of 156-192 Chestnut Avenue, all these roads will be designated as parking for permit holders only between 8am and 6pm, Monday to Friday (excluding Bank Holidays). There will be no marked parking bays other than outside of 156-192 Chestnut Avenue.

 

There will also be a new single yellow line parking restriction in Passfield Avenue between its junctions with Locksley Road and Chestnut Avenue, and on the southern side of Chestnut Avenue between property numbers 217 and 223 which prevents parking between 8am and 6pm, Monday to Friday. Bus stop clearways will also be provided to keep parked cars away from bus stops.

 

The parking bay on the northern side of Chestnut Avenue between Barton Peveril College and Eastleigh College is to be designated as Pay and Display parking. This parking area does not form part of Zone 9 and permit holders are not exempt from the parking charges.

The Council has a policy that if there is a new development in an area which is covered by a residents parking scheme, that development will not be entitled to apply for parking permits. This is to prevent new developments from causing an additional demand for on-street parking.

 

In the Zone 9 area, this policy will apply to new developments (or re-developments) granted planning consent after 19 November 2007.

 


 

Pay & Display Parking in Chestnut Avenue

Pay and Display parking is being introduced in the parking bay in Chestnut Avenue between Barton Peveril College and Eastleigh College. View the plan pdf  showing the location of this bay and other nearby parking restrictions.

 

The charges, which apply between 8am and 5.30pm, Monday to Friday (excluding Bank Holidays), will be £1 for up to four hours parking and £2 for more than four hours parking.

 

The parking bay immediately outside of the main entrance to Eastleigh College will also have a two hour time limit introduced.

 

Disabled badge holders can park in the Pay and Display bays without charge or in the two hour time limited bay for any length of time.

 


Passfield Avenue

A single yellow line restriction will apply on the eastern side of the road (fronted by houses) between its junctions with Locksley Road and Chestnut Avenue, other than in the immediate vicinity of these junctions, where parking is already controlled by double yellow lines.

 

The single yellow line will prevent parking between 8am and 6pm between Monday and Friday (excluding Bank Holidays).

 

Although Passfield Avenue will not be within a Controlled Parking Zone, properties between its junctions with O’Connell Road and Passfield Avenue will be entitled to apply for parking permits for either Zone 8 or 9, depending on which zone they are closer to. This will enable residents living within this section of Passfield Avenue to park in a nearby side road as there are very limited places for parking in Passfield Avenue.

 

Residents living at nos. 153-193 Passfield Avenue are entitled to apply for Zone 8 permits and at nos. 195-255 Passfield Avenue to apply for Zone 9 permits. These properties will be sent permit application forms before the new restrictions come into effect.
