New Parking Restrictions in Southern Eastleigh

 

On 19 November 2007 new parking restrictions come into effect across a number of roads in Eastleigh. Their main purpose is to help residents find a parking place near their home and to prevent vehicles from parking in areas where they cause an obstruction, such at junctions or in narrow roads.

 

The following roads will be affected by the new restrictions, click on any road name for further details.

Various types of parking restrictions are being introduced. The most common types are explained below.

 

Permit parking bays

Only vehicles displaying a valid permit can park in these bays, which are marked by white dashed lines. Signs alongside the bay will state which times and days the restriction applies. There will also be a panel on the sign to show which zone it is in. Only permits with the same zone number as the sign are valid in the bay.

 

Some parking bays are marked continuously across the dropped kerbs of driveways, but please remember that parking in front of dropped kerbs is not permitted (unless a vehicle is parked in front of its own driveway).

 

In this example, the sign shows that vehicles need to display a Zone 4 permit between 8am and 8pm from Monday to Saturday to park in the bay. There is no requirement to display a permit outside of these hours.

Permit parking roads

These roads (such as the new Zone 9 area) are reserved for permit parking only, but there are no marked parking bays. Vehicles displaying a permit can park anywhere within the road, as long as they do not cause an obstruction. Any yellow line parking restrictions within the road still apply.

 

The sign shown opposite will be located at the point of entry into a permit parking road. Vehicles need to display a Zone 9 permit from 8am to 6pm between Monday and Friday to park in the road. There is no requirement to display a permit outside of these hours.

 

There will also be signs throughout these roads as a reminder that only permit holders can park. The signs will look similar to those used alongside parking bays (as above), but they do not specify particular places to park.

Limited waiting parking bays

These bays, which are marked with white dashed lines, allow parking for a limited length of time. Permit holders may be exempt from the time limit if stated on the sign, although this exemption does not apply to visitor permits.

 

In this example, vehicles can park for up to four hours between 8am and 8pm from Monday to Saturday. After leaving the bay a vehicle cannot return within the next five hours. Zone 3 and 4 permit holders are exempt from the time limit. There is no time limit after 8pm or on Sundays.

Pay & Display parking bays

Charges for on-road parking will apply to the parking bay on the northern side of Chestnut Avenue between Barton Peveril College and  Eastleigh College. Vehicles will need to display a ticket if they are parked in this area between 8am and 5.30pm, Monday to Friday.

 

There will be ticket machines alongside the parking bay. It will cost £1 for a ticket to park for up to four hours and £2 for a ticket to park for more than four hours (or for all-day parking).

Disabled bays

These bays are designated for vehicles displaying a valid disabled Blue Badge by a sign and road marking. This restriction applies 24 hours a day unless a sign states otherwise.

 

Loading or unloading in disabled bays is not permitted.

Controlled Parking Zones (CPZ)

A CPZ is an area where parking is not permitted except where there are marked bays. There are entry signs on all roads that enter a CPZ which give details of the times that the restriction applies.

 

All parking bays within a CPZ will be signed and usually contain separate restrictions, such as time limited waiting or parking for permit holders only.

 

Parking on single yellow lines is not permitted during the hours that the CPZ operates. In Eastleigh, the CPZs operate from 8am to 8pm, Monday to Saturday.  Double yellow lines still apply 24 hours a day.

Single yellow lines

A single yellow line restricts parking (waiting) at particular times of the day. There will be yellow signs at regular intervals alongside the line to advise of the times that the restriction applies.

 

Single yellow lines within Eastleigh's Controlled Parking Zones do not have accompanying signs because the times of the restriction are stated on the CPZ entry signs.

Double yellow lines

Parking is prohibited on double yellow lines at all times. Some double yellow lines have accompanying yellow signs, but this is no longer a requirement and over the next few years these signs will be removed.

 

Although parking is prohibited, vehicles can stop on single or double yellow lines to pick up or drop off passengers and to load or unload, as long as they do not cause an obstruction and if there are no loading restrictions in place (which would be marked and signed separately).

Bus stop clearways

Bus stop clearways are identified by a yellow bus stop 'cage' marking and a continuous thick yellow line alongside the kerb. Parking and stopping in bus stop clearways is prohibited at the times shown on the accompanying sign. 'No Stopping' means vehicles cannot park, load/unload or pick up/drop off passengers. Disabled badge holders are not exempt from this restriction.

 

 

Nearly all the bus stop clearways in Eastleigh prohibit stopping at all times, although the bus stop clearway outside of Barton Peveril College in Chestnut Avenue operates between 7am and 5.30pm from Monday to Friday.

Yellow zig-zags

Most of these are located outside of schools. The zig-zags mean 'no stopping'. As with bus stop clearways, this means vehicles cannot park, load/unload or pick up/drop off passengers. Disabled badge holders are not exempt from this restriction.

 

Yellow signs alongside the zig-zags give details as to when the stopping restriction applies. If the sign states that the stopping restriction only applies at certain times of the day, check if there are other parking restrictions in force before parking. For example, in Chamberlayne Road there is a single yellow line restriction in addition to the school zig-zag. The road is within a Controlled Parking Zone which operates between 8am and 8pm from Monday to Saturday. Although the sign states that the stopping restriction ends at 4pm (which means vehicles could stop there to pick up/drop off someone or load/unload) vehicles cannot park there until after 8pm or on Sundays.
