Hamble-le-Rice Parking Proposals

Background information
In 2006 a study of parking availability and parking problems in
the village was undertaken by consultants. Their report recommended
a way forward which included limiting the use of The Square car
park for short term parking together with on-street parking
restrictions and the potential for increased parking provision.
The Council advertised proposals to introduce charges in The
Square car park in April 2007, to which objections were received.
Most were from residents living in the centre of the village who
have no off-road parking. There were also objections from river
users and people working in the village who were concerned that
there would be difficulty in finding long stay parking spaces in
the village.
The Council held a number of 'workshop' events for local
resident groups, businesses and river users, to help explain
parking requirements. A public exhibition was also held during the
autumn
Long stay parking
The Council is currently investigating whether it is possible to
provide additional long stay parking in the village. A number of
sites have already been considered and discounted for a variety of
reasons, such as ownership, legal and environmental issues. Other
sites are currently under consideration and the findings will be
reported back to the Bursledon, Hamble-le-Rice and Hound Local Area
Committee.
The legality of parking at the Green is also being
investigated.
Proposed parking restrictions
Following the public consultation and after considering comments
it is proposed to introduce the parking restrictions described.

The Square Car Park

- First 30 minutes parking to remain free
- 30 minutes to one hour-50p, then 50p per hour up to a maximum
four hours
- Charges and time limit to apply seven days a week between
8am-8pm (including Bank Holidays)
- Resident and business permit holders to be exempt from
restrictions
The Foreshore Car Park

This car park is owned by Hamble-le-Rice Parish Council and the
following parking restrictions would be enforced by Eastleigh
Borough Council:
- The charge would be 50p per hour up to a maximum of 12 hours,
which would apply seven days a week between 8am-8pm (including Bank
Holidays)
- Long stay parking would be permitted in any space
- Residents of the parish would be entitled to a 'disc' to be
displayed in their vehicles (subject to an administration fee)
enabling them to park free for up to 4 hours
New double yellow lines
To prevent parked vehicles causing an obstruction double yellow
lines are proposed in the following locations:
- Hamble House Gardens – various sections, including the junction
with High Street and the turning head at the northern end of the
road
- Satchell Lane – existing double yellow lines at the junction
with Marina Drive would be extended to include the bend in the
road
- High Street – at the junction with Hamble House Gardens
Marked parking bays would be provided in the following
locations, some of which would have their use
restricted
- Permit parking outside 11 & 12 Hamble House Gardens
- Unrestricted free parking on the western side of Hamble House
Gardens
- Three hour time limited parking outside of St Andrew's Church
in High Street
- Two hour time limited parking opposite Copperhill Terrace and
opposite 5 – 11 Satchell Lane
- Unrestricted parking in various sections of Spitfire Way, Copse
Lane and Hamble House Gardens
- 30 minute limited parking near the entrance to the dinghy park
(in place of existing double yellow lines in the road alongside the
Foreshore)
Meadow Lane, Farm Close & The Bartletts
These roads would be designated as a 'permit parking area'.
Parking bays would not be marked on the road and drivers would be
able to park as they do at the moment, but would need to display a
permit. This restriction would apply between 8am-8pm, seven days a
week (including Bank Holidays).
Although parking bays would not be marked on the road, some
signs would be erected.
Permit parking scheme
Residential and commercial properties located within the red
area shown on the plan

window) would be entitled to up to two parking permits.
- Resident and business permits would be valid in on-street areas
designated for permit holders and in The Square car park
- First residential permit £50; second permit £100
- First business permit £100; second permit £200
- These permits would not be valid in the Foreshore car park
- Residential properties would also be entitled to free visitor
permits, although these would not be valid in the car parks.
What happens next
To introduce new parking restrictions the
Council has to produce a Traffic Regulation Order (TRO). This
specifies the detail of the restrictions and gives information on
any exemptions.
The Council has to follow a statutory
procedure to introduce a TRO, and this includes a 21-day period
during which objections can be submitted. This comment period has
now come to a close. A report will now be submitted to a meeting of
the Local Area Committee with a summary of the comments that have
been received. The Committee will consider the comments and make a
decision on whether to proceed with the proposals or if any changes
should be made. If it decides to make changes that are
substantially different from those originally proposed it may be
necessary for those changes to be advertised for further public
comment.
The comments will be reported to the
Committee, together with a report into long stay parking in the
village, at its meeting on 3 July 2008. The meeting will be held in
public and will take place from 5.30pm at Hamble Primary School,
Hamble Lane, Hamble-le-Rice, SO31 4ND.
