Current Consultations and Feasibility Studies
Hamble Point Car Park
Eastleigh Borough Council commenced construction on works at
the Hamble Point Car Park on Monday 28 July 2008. The
work involves the reconstruction of the car park to remove the
existing gravel surface and provide a new surface made up of
interlocking ground reinforcement tiles in-filled with grass.
Kerbing and drainage improvements will also be
made around the car park together with maintenance works to
reconstruct the western end of the car park which has collapsed
further recent storm damage, as shown on the following
drawings.
It is anticipated the works will be complete
in mid-October.

A27 Bridge Road, Bursledon – Proposed Pedestrian Refuge
EastleighBorough Council has been seeking to
implement a pedestrian refuge in A27 Bridge Road to improve the
facilities for pedestrians crossing near to the junctions of
Blundell Lane and Church Lane for some time in response to concerns
regarding the difficulty pedestrians experience crossing the
road.
In February 2005 the Borough Council consulted
local residents and other interested parties on a proposal to
install a pedestrian refuge between the junctions of Yachtsman
Close and Blundell Lane. Several responses were received to
the consultation exercise which following consideration has
resulted in several modifications to the proposals.
Approval has now been given by the Hampshire
County Council, the Highway Authority, for a pedestrian refuge to
be installed between in A27 Bridge Road as shown on the following
drawings.
It is proposed to: -
- Construct a 1.5m wide pedestrian refuge between the junctions
of Yachtsman Close and Blundell Lane.
- Widen the carriageway to provide traffic lanes 4.3m wide past
the refuge.
- Realign the footway on the north-eastern side of the road.
- Install new pedestrian dropped kerbs at the junctions of
Yachtsman Close and Blundell Lane.
- Lay buff coloured high friction surfacing 50m in advance of the
refuge on each approach.
Due to other road works being carried out
along the A27 at the current time, it is anticipated that work to
construct the refuge will be carried out in early 2009, and notices
advising of the construction timescale will be posted on site in
advance of the works.

Satchell Lane/ Hamble Lane – Proposed Pedestrian Refuge and
Footway Extension
Eastleigh Borough Council is proposing to
provide improved pedestrian facilities at the junction of Satchell
Lane and Hamble Lane following concerns being raised regarding the
difficulties faced by pedestrians crossing Satchell Lane due to the
wide carriageway width and busy nature of the junction making it
difficult to find suitable gap sin the traffic in which to
cross. The proposals would also benefit cyclists using the
shared use cycleway running along the eastern side of Hamble Lane
by allowing the junction to be crossed in two stages.
The scheme proposals are shown on the attached
plans below.
It is proposed to: -
- Provide a 2.5m wide pedestrian refuge in Satchell Lane at the
junction of Hamble Lane
- Widen the carriageway to provide adequate width for large
vehicles to pass the refuge and turn in and out of Hamble
Lane.
- Re-kerb the junction and provide new uncontrolled pedestrian
crossing points.
- Extend the footway (allowing cycle use) on the southern side of
Satchell Lane towards the recently opened Doctors Surgery to
provide an alternative pedestrian crossing point away from queuing
traffic.
Should you have any views that you would like
considered I would be interested to receive these by Friday 12
September 2008.

Oakmount Road Cycleway
Eastleigh Borough Council will commence construction on a new
shared use cycleway in Oakmount Road from Monday 4 August
2008. The works will involve the widening of the existing
footway along the eastern side of the road between Oakmount Avenue
and Bodycoats Road to form a wider footway suitable for a shared
use cycleway.
The footway will be resurfaced throughout the length of the
works and new pedestrian crossing points installed at the junctions
of Mount Drive, Carisbrooke Crescent and Bodycoats Road. The
kerb radius of the junctions of Carisbrooke Crescent and Bodycoats
Road will also be altered to reduce the crossing distance for
pedestrians and cyclists.
The existing street lights will also benefit from being upgraded
to improve lighting levels for road users.
The works are intended to improve access for pedestrians and
cyclists to Toynbee School which is located in Bodycoats Road, and
to other local amenities. It is hoped that in the future a
further section of shared use cycle route can be implemented in
Oakmount Road between Oakmount Avenue and Leigh Road to complete a
cycle link between Eastleigh Town Centre and Chandler’s Ford.
It is anticipated that the works will take approximately 5 weeks
to complete. During this time the footway along the eastern
side of the road will be closed while the works are carried out and
pedestrians directed around the works. Access for residents
will be unaffected.

Netley Abbey Junior School
Crossing Provision
The scheme has arisen following the
preparation of a school travel plan by the Netley Abbey Junior
School of Westwood Road, which identified a need for a
formalisation of the crossing points to the front and rear of the
school together with a crossing point on the bend on Moore
Crescent.
The scheme proposals are shown on the attached
plan E/EC/00/D/002
It is proposed to: -
- Construct a new crossing point at the corner
of Priory and Westwood Road. This will consist of a dropped
kerb complete with tactile paving and reflective bollards.
Additionally 20 metres of anti skid buff surfacing will extend from
the crossing point to highlight this location.
- Construct a new crossing point at the bend of
Moore Crescent. This will consist of a dropped kerb with
tactile paving and reflective bollards. Again there will be
20 metres of anti skid surfacing to give emphasis to the
crossing.
- Paint a corridor of red surfacing from path
at the end of Moore Crescent to the school rear entrance.
This will give an indication to motorists that there is a need to
be aware of people crossing.
Should you have any views that you would like
considered I would be interested to receive these by Friday
10th August 2007.
