Economic Development
In addition to our own Economic Development Unit, Eastleigh Borough
Council works closely with other organisations to deliver economic
development activities. This page provides details of some of
the other agencies that we work with to secure the future
development of the local economy.
Partnership for Urban South Hampshire (PUSH)
The Partnership for Urban South Hampshire (PUSH) is a voluntary
working partnership of eleven local authorities stretching from the
New Forest to East Hampshire. They have joined together in a
unique effort to map out the future of the region for the next
twenty years.
South Hampshire's sub-regional strategy will consider
cross-boundary issues and will focus on the economy and economic
growth in the region, as well as housing, transport and the
environment. It will also examine ways of building on the strengths
of the area and facilitating the regeneration of Southampton,
Portsmouth and the other urban areas.

Hampshire Economic Partnership
Building Business Through Partnership
The Hampshire Economic Partnership brings together business
and local government to influence government policy and support the
economic prosperity of Hampshire and its cities, by:
- identifying and championing the needs and priorities of
Hampshire business
- provide an authoritative voice for business
- ensuring that the best decisions are made to deliver
sustainable economic prosperity for the area.
HEP is recognised as a strategic partner by the Government
Office for the South East (GOSE), the South East England
Development Agency (SEEDA) and the South East Regional Assembly
(SEERA). Active support comes from the private sector and
local government in Hampshire, Southampton and Portsmouth, the
Learning and Skills Council for Hampshire and the Isle of Wight,
Business Link Wessex, the Chambers of Commerce, academia, trade
unions and the voluntary sector.
Task Groups
The work of the Partnership is focused towards the business
community through 14 trade sector Task Groups, reflecting the needs
of business within the area and providing an effective
communication mechanism with Regional and Local Government.

The Economic Development Office of Hampshire County Council has
a team of professionals who provide a unique support service to
Hampshire's business community and continues to increase the

SEEDA
The South East England Development Agency
(SEEDA), as the Regional Development Agency for the South
East, is responsible for the sustainable economic development and
regeneration of the South East of England - the driving force of
the UK's economy.

Eastleigh Strategic Partnership
The Eastleigh
Strategic Partnership (ESP) wasformed in April
2003. Bringing together the main public, private and
voluntary sector organisations who provide services to the
Borough's residents, the Partnership published
its Community Plan in June 2004. Through the
process of developing and implementing the Plan, the intention is
that the organisations in the Partnership will work more
closely together to make best use of their resources and maximise
the benefits to the Borough's communities.

GOSE
The Government Office for the South East works with
organisations across the South East to deliver the Government’s
policies and programmes in the region.
GOSE aims to release the potential of the South East – so that
it is the most prosperous region of the country, delivering a high
quality of life and environment for everyone. As the representative
of central government in the South East region their role is to
promote better and more effective integration of Government
policies and programmes at a regional and local level.
They set out to help increase prosperity in the South East in
a more geographically sensitive way than is often possible at a
national level. They do this by supporting regional policies,
helping to influence policy development among the departments they
represent, and by working in partnership with local organisations
including Local Authorities, Crime and Disorder Reduction
Partnerships and Local Strategic Partnerships. They aim to ensure
that Government policy in the region works.
The Government Office for the South East is led by a Regional
Director, who is supported by eight Directors. Directors each
have responsibility for a geographical area within the region as
well as for a specific area of Government policy such as housing,
planning or social inclusion.

SEERA
The South East England Regional Assembly is the representative
voice of the region. It comprises 112 members, including elected
councillors nominated by the region's local authorities.

The Assembly has responsibilities in four key areas:
- Advocacy
- Accountability
- Regional planning
- Regional Policy
One of SEERA's key areas of work is the production of the South
East Plan - a document that sets out a vision for the future of the
South East region to 2026, outlining how we need to respond to
challenges facing the region such as housing, the economy,
transport and protecting the environment.
