Facility Projects
As part of the Sport and Recreation strategy, the Sport &
Recreation Team have recently had involvement in the following
projects.
- Hiltingbury Pavilion, Hiltingbury
- Fleming Park Leisure Centre New Reception Redevelopment
- The Hub
- Fleming Park Paddling Pool
- Wildern Leisure Centre
- Wyvern Technology College
- Fleming Park and Bishopstoke Road Rec Tennis Courts
- Fleming Park Artificial Turf Pitches
- Hamble Sports College
- Fleming Park Bowls Club
- University Playing Fields, Wide Lane
Hiltingbury Pavilion
Works have now been completed on the construction of a new
pavilion at Hiltingbury Recreation Ground, which replaced the
current dilapidated changing rooms for a state of the art community
facility.
The £32,000 building which is being jointly funded by the
Football Foundation and Eastleigh Borough Council is expected to
lead to a huge rise in sports participation at the
ground, with links being formed with local schools, clubs and
community groups. Complementing the existing six pitches, cricket
ground, skate park and tennis courts almost 35,000 people
every year are expected to become users of the ground.
Fleming Park Leisure Centre - New Reception
Work has now been completed at Fleming Park Leisure
Centre, Eastleigh on the construction of a new
entrance to enable all users to access the Centre from the ground
floor. The development has vastly improved the aesthetics of the
centre with the construction of a landscaped plaza, glazed entrance
and curved roof.

Not only have the accessibility and
aesthetics of the centre been addressed, but the new development
now houses a permanent office for the Council's Healthworks team.
Other improvements include an extension to the café, improved
toilet and washroom facilities and the removal of the infamous
concrete steps. The original entrance was not designed to cope with
the visitor throughput of today. |
The number of visits the centre now receives each year is in
excess of 1.1 million, almost 6 times that of when the Centre first
opened, making it one of the busiest in the South of England.
The project costing over £1,100,000 has been funded in
partnership with eastleigh Borough Council (EBC) and DC Leisure.
The project has provided:
- A new extended, ground floor entrance and reception desk
accessible to all
- Healthworks office for the EBC GP referral and Healthworks
Team
- Extended catering area via feature staircase
- Improved WC facilities and soft play area
- Illuminated landscaped plaza with seating and cycle stands
The project is a result of over 5 years of planning starting
with the 'Sport and Recreation Strategy for the Borough of
Eastleigh 2002-2007' and the 'Plan for the Development of Fleming
Park'. Following an extensive detailed design process with the
project architects, Pope Priestly Associates, and with the help of
the contractors ROK, Fleming Park has managed to remain fully
operational throughout the complex programme of works.
The Hub

The Hub is a £1.4 Million project funded largely from
developers contributions.
It is a prime example of partnership working with Capital
Youth Club managing the building on the Council's behalf.

-The new building contains
- 10 changing rooms - primarily for users of the outdoor sport
pitches
- additional changing facilities for referees and those with
special needs
- a sports hall with 2 marked badminton courts
- a small gym area
- first floor studio for dance , aerobics & martial arts
- bar and catering facilities for up 200 people
- balcony off Rugby club function room overlooking grass
pitches.
Eastleigh Rugby has also been rehoused in the new facility and
have invested in fitting out the new kitchen and bar area.

Fleming Park Paddling Pool

The paddling pool is very popular with local residents during
the summer months, especially for parents with young children.
Eastleigh Borough Council invested £211,000 to refurbish the pool
tank and pool surround, as well a new water treatment plant and
water features to ensure that facility remains well used by local
residents.
The project was completed in May 2005.

Wildern Leisure Centre
Hedge End was identified as an area with inadequate sport and
recreation provision in the borough.
A £2 million (EBC £1.7M) refurbishment and improvement of the
existing sport centre was undertaken.

The sport centre now boasts:
- A brand new 32 station fitness suite
- New multi-use hall
- Learner pool
- Reception and Foyer
- Wet and dry changing areas

The Council's Countryside & Recreation Unit had a major
part to play in this development which has included:
- The procurement of £100k of equipment for the fit out of the
centre
- Leading the business plan and marketing for the new
facilities
- Negotiating hours of use with the school to secure EBC's
investment, ensuring optimum community use
- Leading in the appointment of centre senior staff
- Ongoing monitoring and liaison
Wildern Sports Complex has been up and running March
2005.
Wyvern Technology College
Eastleigh Borough Council in partnership with Hampshire County
Council, Wyvern School and Sport England, have invested over £1.5
million in a state of the art Sport Centre at Wyvern Technology
College, Fair Oak.

The new facility has provided:
- a brand new 30 station, Technogym fitness suite (with IFI
accreditation for people with impairments)
- New multi use hall
- Reception and foyer
- Changing areas
- Sauna

Wyvern Sport Centre has been up and running since October
2004.
Fleming Park and Bishopstoke Road Rec Tennis Courts
|
A total of 6 tarmacadam tennis courts have been resurfaced and
fenced over the last 3 years around the Borough. Fleming Park
Leisure Centre hosts 4 of the courts (2 of which are also marked
for netball), with the other 2 courts, costing £50,000, based at
Bishopstoke Road Recreation Ground. Both facilities were built
to LTA (Lawn Tennis Association) technical standards, with the
courts at FPLC also being floodlit.

A new partnership with tennis specialists, Totally Tennis, has
been forged at FPLC to ensure optimum usage of the £168,000
facility. Plans are a foot at Bishopstoke Road Recreation Ground to
upgrade the remaining 2 courts over the coming years.
Artificial Turf Pitches - Fleming Park Leisure Centre
The new artificial turf pitches (ATP) at Fleming Park Leisure
Centre, Eastleigh, costing over £650,000, were funded in
partnership with the Football Foundation (65%), Eastleigh Borough
Council and DC
Leisure.

The project has provided:
- A new full size ATP with a new sand-based carpet, fencing and
floodlights
- 3 new rubber crumb floodlit five-a-side football pitches
- 88 new car parking spaces for the leisure centre

The project was a result of over 3 years of planning with our
partners in the football and local community. The Football
Development Plan for the new facility, established as part of the
Football Foundation application, will increase the opportunities
for all sectors of the community to take part and progress over the
coming years.
Hamble Sports College
This £4 million sports complex was funded by Hampshire County
Council, Hamble Sports College, Dynamo School of Gymnastics, Sport
England and Eastleigh Borough Council. It is open to the public and
offers a wide range of excellent facilities.

These include:
- a sports hall
- dance studio
- fully equipped gymnastics high-performance centre
- 32 station 'Life Fitness' fitness suite
- 20m 4 lane swimming pool
- 10 person sauna
- 8 fully accessible changing facilities

The main facility was opened in 2002 and has been a huge
success for the south of the Borough. The gymnastics
high-performance centre was completed in 2004, and is undoubtably
one of the best gymnastics facilities in the country.
Fleming Park Bowls Club
Due to the closure of Pirelli Sports and Social Club, Pirelli
Bowling Club was without a 'home'. After several meetings between
Eastleigh Borough Council, Fleming Park Bowling Club and Pirelli
Bowling Club an agreement was reached where Pirelli would use the
'Greengauge' carpet green as their 'home' green and share the
clubhouse facilities with Fleming Park Bowling Club.
This increase in usage and numbers using the already cramped
clubhouse then needed addressing. New facilities included:

- A new 'Greengauge' carpet at a cost of £42,000 (which was
completed in January 2003)
- A new office for the green keeper
- Public outdoor toilets
- Disabled toilets in the main building
- Larger lounge bar and bar facilities
- New and enlarged kitchen facilities
- A large function hall

The total investment for this secondary project was £183,500
and was completed during the summer of 2004.
University Playing Fields, Wide Lane
The Wide Lane development project is a partnership between the
University of Southampton (UOS) and Eastleigh Borough Council
(EBC). The project will help address the shortage and access to
quality football pitches, changing facilities and artificial
training surfaces for both the university and the local community
as identified in the Council's Sport and Recreation Strategy.
The project has been boosted by a grant from the Football
Foundation to assist with plans to develop a girls and women's
football development centre.
Investment:
- EBC - £1 Million
- Football Foundation - £1 Million
- University - £2.4 Million
It is envisaged that this will be one of the largest outdoor
sports complexes in the South of England providing the following
facilities to the local community and UOS.

- Catering/Conference for up to 250 users
- First Aid Room

EBC have signed a 20 year agreement with UOS who will take
sole responsibility for the operation of the site including
maintenance, financial & legal obligations.
