Ancient Monuments, Conservation Areas, Listed Buildings and the
Local List
Ancient Monuments
These are buildings or other structures scheduled under the
Ancient Monuments and archaeological Areas Act 1979, as amended by
the National Heritage Act 1983. There are eight scheduled
monuments in the Borough. Use the
Online Geographical Information
System to see the location of the
monuments.
Conservation Areas
The borough of Eastleigh has eight conservation
areas. They are:
Bishopstoke, Botley, Old Bursledon, Bursledon Windmill, Gaters
Mill and Romill Close at West End, Orchards Way at West End and
Netley Abbey. The council has recently reviewed
the Hamble-le-Rice conservation area and has included the
Crowsport Estate within the boundary. Hamble-le-Rice Conservation
Appraisal.
Additional planning restrictions apply within these conservation
areas to ensure that special regard is paid to preserving and
enhancing their character or appearance.

List of Buildings of Special Architectural and Historic Interest - 'Listed
Buildings'

There are about 180 listed buildings in the Borough all of which
are Grade II
except for these Grade II* buildings:
- Old Church of St Bartholomew, Botley
- Church of St Leonard, Bursledon
- Bursledon Windmill
- Church of St Nicolas, North Stoneham
- Church of St Andrew, Hamble le Rice
- Sydney Lodge, Hamble le Rice
- Netley Castle
- Chapel, Royal Victoria Hospital, Netley
- Church of St Mary, Hound

An Ancient
Monument
English Heritage maintain the national list of Statutory Listed
Buildings. The majority of the buildings were put on this list
after a countrywide survey. In Eastleigh, the survey was carried
out and buildings added to the list from1955 to 1983. However
further buildings can be added at any time.
As well as the building itself, the listing
(which is not restricted to the listing description) also includes
objects or structures which have been part of the grounds or
curtilage since 1st July 1948. These structures
have the same protection as the main listed building: so a listing
can even include a modern extension.
Request that a Building be Added to
the Statutory List
Anyone can apply to have a building added to
the list. We can help you make your request to English
Heritage.
Any request for listing should
include:
- The address of the building
- The reasons why you believe it should be listed
- Clear, original, external and internal photographs
- The name and contact details of the owner
- A location map

Grades of Listed Buildings
Most listed buildings, over 400,000
countrywide, are graded as Grade II.
Only 4% are listed as Grade II*.
Less than 2% are listed as Grade I. This is
the highest grade of listing and buildings of this grade are
considered to be of national importance.
What Sort of Buildings are on the Statutory
List?
English Heritage will assess if a
building has:
- Architectural interest
- Historic interest
- Close historical associations
- Group value
and the national list is likely to
include:
- All buildings before 1700 in anything like their original
condition
- Most buildings between 1700 and 1840
- Between 1840 and 1914 many are listed, although some selection
is necessary
- Only selected buildings after 1914 are listed.
- Buildings less than 30 years old are only listed if they are
outstanding and under threat.
- Buildings under ten years old are not listed.
The Role of the Local Authority
Eastleigh Borough Council is happy to offer
advice about applications for listing. We can:
- Advise on the technical merits of a request for listing
- Help compile the listing request and send it to English
Heritage
- Publish requests for listing on the Council’s website
- Inform the occupiers of adjacent properties
- Attach a notification that a request for listing has been made
to the on-line planning application file (where a relevant planning
application has been lodged)
- Publish information on properties that have been put forward
for listing on the Council’s website when this becomes
available
- Publish the result of the application for statutory listing and
the conclusions of English Heritage on the Council’s website when
this information has been received (for a period of 6 months from
receipt of this information)

Locally Listed Buildings
If a building within the Borough does not meet the
criteria for English Heritage it can still be considered by the
Council for the 'Local List'.
Placing buildings on the Local List draws
attention to their local importance. Owners will be
encouraged to retain buildings on the local list, because their
loss and their setting would be detrimental to the appearance,
character and townscape quality of the Borough. The local list
is covered by Policy 175.LB of the Local Plan for use
when determining planning applications. The policy states:
"Development which would have a detrimental impact on a building of
local importance or its setting will not be permitted."
However, even if on this list, the buildings may be demolished
without consent if they are not in residential use.

Recent additions to this list are:
- The entrance block and two receiving blocks at Moorgreen
Hospital, West End
- Eastleigh Railway Works, Campbell Road, Eastleigh – Offices,
gatehouse and canteen block
Request that a Building be Added to
the Local List
Anyone can apply to have a building added to

What Sort of Buildings are on the Local
List?
To be included on the list the building should
be substantially unaltered and maintain the majority of its
original features. It also has to satisfy one or more of the
following:
- Architectural / vernacular significance – be a good example of
a particular local building type, craftsmanship, architectural
quality, style or detailing.
- Historical significance – display physical evidence of periods
of local economic, technical or social significance, well known
local people or historic events
- Be outside a designated conservation area.

The Role of the Local
Authority

listing available to the public

Grant Aid Towards the Cost of Repair
Eastleigh Council offers grants for repairs to listed buildings
and in some cases for unlisted buildings in Conservation
Areas. Grants are normally offered on the basis of 15%
contribution towards eligible costs.
