About Us
The Hackney Carriage and Private
Hire Licensing Section is responsible for the licensing and
regulation of hackney carriages and private hire vehicles in the
Borough.
There are currently 108
Hackney Carriages (taxis)
in Eastleigh. Taxis can be hailed in the street or they
can be hired at the taxi ranks, either at the town centre rank
in Upper Market Street, the town railway stations or the Parkway
railway station. The Council at present fixes, by law,
the number of hackney carriages in the town. The Council
monitors the fares that are charged by the taxi trade.
There are also around
343 Private Hire vehicles in the
Borough (this number varies slightly each month). These
vehicles cannot be hailed in the street and are
not permitted to stand on taxi ranks. They must, by law, be booked
in advance through or at an operating centre. The Council
cannot control the number of private hire vehicle licences it
issues, nor can it regulate the fares charged by private hire
operators. Licensed vehicles cannot contain more
than eight (8) passenger seats.

drivers must demonstrate that they are 'fit and
proper' persons before they are licensed. They must pass a
stringent medical check and reveal any criminal convictions.
They must provide 2 referees for references and must also pass
a "Local Knowledge" test. After these and other checks have
been carried out, the successful drivers may be
licensed.

Do you need an appointment to see us?
A Licensing Officer will be available for
appontments/interviews as follows
Monday/Wednesday*/Thursday between 2pm and 4.30 pm and Tuesday
and Friday mornings from 9.30am to 12pm. (*please not
every 3rd Wednesday of the month there will be no
appointments) If you contact the office the Licensing Officer
will only be able to spend a short amount of time with each caller.
If you need longer than 5 minutes, we suggest you make
an appointment. If an appointment needs to be made to see a
Licensing or Enforcement Officer for longer consultations, please
contact them direct to arrange this.
Opening times
A Licensing Officer is normally available at the Civic
Offices between Monday/Wednesday*/Thursday between 2pm and
4.30 pm and Tuesday and Friday mornings from 9.30am to
12pm. (*please not every 3rd Wednesday of the month )
for the making of
appointments . We
are situated on the 1
st Floor of the Civic Offices at
Housing Advice reception.
