Location ~ The Velmore Housing Estate, Chandler's Ford

Application Number ~ F/08/63182

Applicant ~ Atlantic Housing Ltd, c/o Ken Scaddan Associates Ltd, Concept House, Kingston Crescent, Portsmouth PO2 8AA.  Tel 023 9267 3618

Full application for the demolition of 100 bungalows in Kent Road, Westfield Crescent, Cornwall Road, Surrey Road, Sussex Road, Belmont Road and Somerset Crescent and construction of 189 residential units.  These would include 53 x two-bed bungalows, 13 x two-bed houses, 41 x three-bed houses and 2 x four-bed houses and 80 x two-bed flats.  Of these 12 of the units would be suitable for residents in wheelchairs or with support needs.

The application also includes car parking, landscaping and the provision of public open space.

Submission of the application follows consultation with the tenants.

Previous applications by Atlantic Housing for redevelopment of the Velmore Estate led to representations on behalf of some residents that their human rights would be breached by redevelopment proposals.  The Council did not make a decision on the application within the specified time limit and determination was carried out by the Planning Inspectorate.  The Inspector found that the human rights of some residents might be affected by the proposals.  Atlantic challenged this decision in the High Court where it was found that the Inspector’s decision was incorrect and was therefore quashed.

The earliest that the current application can be considered by the Eastleigh Local Area Committee will be at its meeting on 16th September.
