Financial Services Unit
The Financial Services Unit exists to manage the Council's
financial resources as efficiently and effectively as possible, so
that the Council achieves its aims and objectives in accordance
with legislation and relevant Council policy.
The main responsibilities of the unit are:
- To provide the Council with leadership, advice and support on
financial issues
- To enable the Council's service units to deliver services
within agreed resources
- To support the Council in responding to external factors
The Financial Service Unit's main to link to EBC's Strategic
Priorities Statement is to provide Value For Money in the use of
resources, particularly with regard to the strategic management of
the Council's finances and associated systems and and processes, so
that the annual council tax increases continue to be at least 1%
below inflation at the time of budget setting. The unit also
has a wider role to support the whole organisation in terms of
delivering its services. The unit consists of 28 staff who provide
accountancy, exchequer and internal audit services.
Each year, the unit publishes:
- A budget book, which sets out the Council's financial plans for
the year for each service
- A statement of accounts and internal control which provides an
audited account of the Council's finances and control arrangements
for the year (this is published late September each year as it
takes six months to close the accounts, have them audited and
produce the statement)
- A summarised version of the statement of accounts to put the
same information into a more user friendly format, aimed at members
of the public (as opposed to the original statement which is in a
prescribed format and generally only used by accountants and
auditors)
- An audit inspection letter which is sent from the government
appointed external auditors to the Council and contains the
auditors opinion on the accounts and the Council's arrangements for
financial control
- A forward looking and backward looking efficiency statement
which sets out the Council's plans for making savings and then
reports retrospectively on how well they were achieved
