Local Development Framework

 

The Local Development Framework ( LDF ) is a system for town planning throughout England.  The system replaces Structure Plans, Local Plans and Supplementary Planning Guidance. 

 

The LDF is made up of a range of planning documents.  Listed below are documents that the Council can or will include in its LDF

 

Statement of Community Involvement

The Statement of Community Involvement (SCI) shows how and when the Council will consult local communities and others when preparing planning documents.  This was adopted by the Council in July 2006. 

 

  • The Local Development Scheme (LDS)

        This is a timetable for the preparation of the various documents that make up the LDF.

 

  • Annual Monitoring Report

This document is a yearly review of how closely the Council is meeting a range of targets - including how many new homes are built against targets set by the Council or the government.  It will also show if the Council is keeping to the LDS timetable. 

 

  • Supplementary Planning Documents ( SPDs )

Some planning policy documents will not have Development Plan status and will be called Supplementary Planning Documents ( SPDs ).  It will be up to the Council to decide which SPDs to prepare but they might be Design Guides, Development Briefs, or topic based guidance such as Biodiversity, Parking Standards, Open Space Strategy.  These will not have to go to a public inquiry.

 

Development Plan Documents (DPD)

 

DPDs are a key part of the Local Development Framework.  The Council's planning decisions must be guided by DPDs.

All documents will have community involvement, consultation and (if needed) an independent public inquiry.  They will also undergo a sustainability appraisal to assess economic, environmental and social effects.

 

DPDs will include a Core Strategy, Specific Land Allocations and Policies, a Proposals Map and might include Area Action Plans.

 

  • Core Strategy

This is the key Development Plan Document which sets out the planning strategy for the Borough.  On 6th March 2008 the Council’s Cabinet authorised the formal commencement of work on the Core Strategy.  In the initial stages, this will be carried out in parallel with a review of the Council’s Community Plan, with joint consultations on various topics over the coming months.  The Community Plan should be completed by the spring of 2009, and it will provide an input to work on options for the Core Strategy which we hope to publish for public consultation in summer of 2009.  

 

The Council and Eastleigh Strategic Partnership are now consulting on the issues we need to consider to ensure that:

  • development in the area over the next 20 years will meet the needs of our local community,
  • local business, voluntary, community and government organisations addressd the priorities of our local community

  • Site Specific Allocations

Site Specific Allocations tell us about a particular site and how it could be used.  The Council can select any site but must first carry out a thorough assessment of the site's suitability, availability and accessibility.  This could be for one use in particular or a mixture of uses.

 

For the moment the Local Plan Review 2001 - 2011 Proposals Map is the one to look at. 

 

  • Area Action Plans

Area Action Plans can be produced for areas where significant change is needed.  The Council is working to produce two Area Action Plans.

 

  • Other Development Plan Documents

Planning documents concerned with housing, employment, retail development or other topics.  This can also include guidance for planning officers.
