Working at Home

Working at home can be an ideal option, especially in the early stages of your business.  However, there can be implications in terms of Planning and Business Rates.

Do you need planning permission?

You do not necessarily need planning permission to work at home.  You can discuss this informally with the Development Control unit at Eastleigh Borough Council.  The key test is whether the overall character of the dwelling will change as a result.  If the answer to any of the following questions is 'yes' then you will probably need planning permission:

  • Will your home no longer be used mainly as a private residence?
  • Will your business result in a marked rise in traffic or people calling?
  • Will your business involve any activities unusual in a residential area?
  • Will your business disturb your neighbours at unreasonable hours or create other forms of nuisance such as noise or smells?

If you are in any doubt you should contact Eastleigh's Development Control unit.

Should you be paying Business Rates?

The rateable value of business premises is determined by the Valuation Office.  If part of your home (e.g. a spare bedroom or garage)  is used as business premises then business rates may be payable on that room or rooms.  If that is the case, those rooms are no longer considered to be part of your home, which could mean that your council tax banding is reduced.  You may also be eligible for Small Business Rate Relief. If you have any questions regarding the valuation of business premises at home, contact the local Valuation Office (external link, opens new window).

View the Valuation Office Agency factsheet on working at home.

The official government website http://www.mybusinessrates.gov.uk/ provides information on all aspects of business rates, including working at home and small business rate relief.

Renting Business Premises

If you are looking for your first business premises, this short guide to renting business premises offers advice about the different types of leases and the things to look out for.  Published in 2004 by the Office of the Deputy Prime Minister (now Department for Communities and Local Government) the booklet summarises the first steps in finding your premises and tells you where you can get expert advice.
