Parking Charter
The Parking Charter is a public declaration of
Eastleigh Borough Council's commitment to provide a secure, safe
and friendly parking service to you, our
customers.
Commitment To Customers
The Borough Council will undertake a secured parking management
system which provides a framework to make parking safer. . In
addition we will manage On-Street parking arrangements in a way
that encourages safe and proper parking to maximise the use of
available spaces.
We are therefore committed to implement and maintain a parking
management system that complies with these requirements. Through
the parking management system the Borough Council intends to
establish the safety and security of the customers. This
will be achieved by monitoring the car parks with closed circuit
television and/or patrol staff.
Policy And Procedures For Enforcement
In order to ensure the safe and efficient use of all
available parking the Council is committed to enforcing the
powers conferred on it by relevant legislation, such powers include
the issue of Penalty Charge Notices. Penalty Charge Notices are
issued when drivers of vehicles fail to adhere to conditions
attached to the use of car parks and parking spaces. These
conditions are enforced for the benefit of visitors to Eastleigh
Town Centre for their safety and convenience.
Whilst Penalty Charge Notices are a means of enforcing these
conditions, any appeal received by the Borough Council will be
considered on its own merits and the appellant can expect to
receive an initial reply to explain the actions for issuing the
Penalty Charge Notice within 10 working days.
Our Staff
Our staff will be trained in their responsibilities under the
requirements of the parking management system, and on-going staff
training ensures that the policy statement and associated policy
procedures and working practices are fully understood and
implemented.
Performance Standards
In order to maintain and improve our service we therefore
undertake to:-
- Respond to 90% of all letters within 10 working
days.
- Respond to telephone queries within 6 working
hours.
- Respond to written queries on Penalty Charge Notices
within 10 working days.
Value For Money
The parking service will maintain parking charges and
operation to ensure users obtain value for money. An annual report
will be produced to demonstrate costs and income.
Car Park Security
The Borough Council will undertake to reduce the
levels of crime within the car parks through accurately
recording incidents of crime with specific details and locations.
This will allow preventative action to be taken in conjunction with
the local Police Crime Prevention Officer.

Should you be in any way dissatisfied with the
service Eastleigh Borough Council has implemented a formal
complaints procedure for all its services, full details of which
are available upon request from the Civic Offices.
Concordat On Good Enforcement
Eastleigh Borough Council has formally adopted and signed the
'Enforcement Concordat' which is the Government's guide to the
principles of good enforcement policies and procedures.
