Concessionary Fares
Under the Transport Act 2000, elderly and disabled residents are
entitled to a National free bus pass. Depending on your
age, Eastleigh Borough Council also offers a senior citizens
railcard as an alternative to the bus pass as part of our
concessionary fares scheme.
To qualify for travel concessions
you must be:
- Aged 5 or over, and disabled under one of the
following categories:
a) Blind or partially sighted
b) Profoundly or severely deaf
c) Without speech
d) Have a disability which has a substantial and long term
effect on your ability to walk
e) Without arms or the long term loss of the use of both
arms
f) Severe learning disability or
- would have or has been refused a driving licence under Section
92 of Part III of the Road Traffic Act 1988
The Council will require one of the following documents
as proof when applying for Concessionary Fares:
Proof of Age
Birth Certificate/Driving Licence/State Retirement Pension
Letter/Passport/Medical Card.
Proof of Disability
For a, b, c, e and f above - Hampshire Social Service
Yellow Disabled Registration card.
For d, in receipt of higher rate mobility of Disability Living
Allowance or War Pensioners Mobility Supplement
Proof of being unable to drive
A letter from the DVLC or a
form signed by your Doctor

The application
form must be posted or returned in person to the Revenue
& Benefits Department with relevant proof of age or
disability.

Concession Details:
National Free Bus Pass
From 1 April 2008 a National Free Bus Pass is available free
of charge to eligible residents. This entitles the
holder to free off peak travel on local buses anywhere in
England. Eastleigh Borough Council has also provided an
enhancement to this scheme allowing eligible residents to travel
free of charge at any time of the day provided the journey is
continuous and starts within the Borough. You cannot get
free travel before 9.30am or after 11pm if you board a bus in
another area.
In addition Eastleigh Borough Council have made
arrangements with
Dial-A-Ride for
registered users of their services to use the free bus pass on
the following services:
- Dial-A-Ride
- Dial-A-Ride shopping trips
- Parish Links
- Hedge End Park Minibus Service
Please note that you will be required to provide one
passport size photograph for the pass. Alternatively, you may
visit the Civic Offices to have a photograph taken free of
charge.
You will be allowed to submit your application up to one week
before your 60th birthday in order to allow time for production of
the card.
If your pass is lost or stolen, the Council will replace it
once you have filled out a duplicate application form. Please
note that a £5 charge will apply for a replacement pass.
Companion Bus Pass
If you are so severely disabled that you require assistance to
travel on buses you may be entitled to a companion bus pass.
To qualify you must be in receipt of either:
- Attendance Allowance (AA) at the higher rate
or
- Disability Living Allowance (DLA) including higher rate
mobility or
- War Pensioners Mobility Supplement (WPMS)
AND
- you must be registered disabled with Hampshire Social Services
under one of the qualifyng categories
Please provide your original Department of Work and Pensions
entitlement letter for AA/DLA or a letter from the Service and
Veterans Agency for WPMS as evidence and your original yellow
registration card as proof of your disability
Senior Citizens Railcard (only available to applicants aged 60
to 69 years)
A Rail warrant entitling the holder to purchase a Senior
Citizens Railcard is available to applicants aged over 60 years of
age. The railcard entitles you to a whole range of savings
including up to 1/3 off many connecting bus and ship links.
Please note the train operator will require you to complete an
additional application form and provide proof of your age before a
Senior Citizens Railcard is issued to you.
TV Licence Concessions
If you are permanently housebound and therefore unable to take
advantage of Travel Concessions, you may qualify for a concession
towards your TV Licence. You must be under 75 years of age and
responsible for the payment of the TV Licence. There must be
no one else in your property who is over 75 years of age.
