Pest Control

 

The Council provides a Pest Control Treatment Service operated by the Environmental Health Service for domestic and commercial customers. In the majority of cases the Service is chargeable, however in certain circumstances treatment is provided free or at a reduced charge.  Pest Control Charges 2008/09( word )

We do not treat for bees (see relevant page for further information),  squirrels, moles, foxes, any type of bird, ants, flies, badgers, hedgehogs.  If you have problems with any of these you can contact Ace Pest Control on 023 8043 9492 - this is one of our nominated contractors.

Looking after your pets at Christmas

Pets and the Law

 

The law that protects pets is changing.  If you keep pets, or are thinking of getting a pet, you will have a legal responsibility to meet their welfare needs.

 

The Animal Welfare Act requires anyone who is responsible for a pet to do what is reasonable to meet their welfare needs - these include:-

 

  • A proper diet (including water)
  • Somewhere suitable to live
  • Any need to be housed with, or apart from, other animals
  • Allowing animals to express normal behaviour
  • Protection from pain, suffering, injury and disease

 

The penalty for failing to care for a pet could be a fine or even a prison sentence.

Pet Shops

 

There are  a number of  licenced Pet Shops in Eastleigh Borough.  All shops that sell animals must be licensed, and the licence should be displayed in the shop. 

 

The Pet Animals Act 1951 authorises Local Authorities to control the sale of pet animals.

 

What if?      I WANT TO SET UP A PET SHOP

 

You will require planning permission and a Pet Shop licence.  You should contact the Planning Unit on planning@eastleigh.gov.uk and contact our Animal Welfare Officers for a copy of the licence conditions. You should also contact your insurance company who will advise you on any insurance you may need, and our Health & Safety Officer can also offer advice.

 

What if?     I ONLY SELL PET FOOD

 

You do not require a Pet Shop licence if you do not sell animals.

 

What if?    I WANT TO SELL ANIMALS IN MY EXISTING PET SUNDRIES SHOP

 

Check with Development Control to see if you require planning permission.  Contact the Animal Welfare Officers for a copy of the licence conditions or download a copy here.

 

Pollution

 

The Council has duties to control and monitor air and ground pollution across the Borough. The Environment Agency also deal with pollution issues and if you are unsure of the area of responsibility please check with us.

 
Pollution Control
Certain industrial processes require a permit from the Council or Environment Agency
 
At the present time these processes are currently regulated under either the Environmental Protection Act 1990 (divided into Part A processes - these tend to be larger processes with emissions to air and water and regulated by the Environment Agency or Part B processes with emissions to air only and regulated by the Council), or the Pollution Prevention and Control Regulations 2000 (divided into Part A1, regulated by the Environment Agency and Part A2 or B, regulated by the Council).   The processes are regularly inspected to ensure that they meet the conditions of their  permit.
 
Examples of the most common industrial processes regulated by the Council are, car body shops. cement batching, petrol stations.

Part B - When to use this form
This regime is known as Local Authority Pollution Prevention and Control, LAPPC. Installations permitted under this regime are known as B installations. Use this form if you are sending an application for a 'Part B' permit to a Local Authority under the Pollution Prevention and Control England and Wales) Regulations 2000 (as amended) ("the PPC Regulations").
 
 
 
Part A2 - When to use this form
 
This regime is known as Local Authority Integrated Pollution Prevention and Control, LA-IPPC.  Installations permitted under this regime are known as A2 installations. Use this form if you are sending an application for a ‘Part A2’ installation to a Local Authority under the Pollution Prevention and Control (England and Wales) Regulations 2000 (as amended) (“the PPC Regulations”).
