Caravan Sites

 

Nearly all caravan sites require planning permission and a Site Licence which will be issued with various conditions attached. We will regularly inspect sites to ensure the conditions are being complied with.  For more information on caravan sites and how to apply for a licence contact us

The Government is currently reviewing the law relating to residential sites (mobile home parks) and has published a consultation paper.
 

Careers in Environmental Health

 

Eastleigh Borough Council Environmental Health does offer training opportunities to become Environmental Health professionals.  The majority of this training is co-ordinated by the Chartered Institute of Environmental Health (CIEH).  For further information please read their website.

 

Clean Air

 
The Clean Air Act was originally implemented after the London smog in 1952.  It was updated in 1993 and gives powers to the Council to take action where smoke arises, or create smoke control areas.  Examples of action which can be taken under the Clean Air Act 1993 are as follows:-
 

Dark Smoke from Chimneys

 
Dark smoke is prohibited from the chimney of any building and can apply to houses, industrial buildings and crematoria. There are however some exemptions:-
 
  • Mechanical failure of part of the plant
 
  • Solely due to lighting a furnace from cold 
 
  • There are also permitted periods for dark smoke to be emitted, ie: where there is one furnace served by the chimney which is operating normally
 
  • There are also exemptions for certain matter being burned, such as explosives which have become waste, poultry or animal carcasses which have died due to disease, and fire fighting training.

 

Dark Smoke from Industrial or Trade Premises

 
It is an offence to cause or permit the emission of dark smoke from industrial or trade premises. this includes bonfires and if it can be proved that an emission of dark smoke has occurred (eg if burned materials such as tyres, likely to give rise to dark smoke are found) then action can be taken against the offender.

Cockroaches

The Council provides a Pest Control Treatment Service operated by the Environmental Health Service for domestic and commercial customers.  In the majority of cases the Service is chargeable, however in certain circumstances the treatment for cockroaches is provided free or at a reduced rate.

Complaints

Any complaint made to Environmental Health is in confidence.  Your details will not be given to any person outside of Eastleigh Borough Council.  We do not take anonymous calls, so if you do want to make a complaint you must be prepared to give your full details, ie:  Name, address, contact number.

 

Contaminated Land

 
Recently the Government passed laws requiring local Councils to look at contamination issues which might affect people, homes and gardens, rivers and streams, groundwater, and certain wildlife habitats such SSSI's and SINC's, on or near land that had a former industrial or commercial use.
