Beach Pollution/Oil Spills
Oil on the Shoreline
Incidents involving shipping in Southampton Water can lead to
oil spills which may result in the coastline of Netley, Hamble and
Bursledon being affected.
The Council is responsible for cleaning up the shoreline above
the low water line and when an incident occurs an Emergency Plan is
put into place, including the provision of warning signs.

Objects and Debris on the Shoreline
If chemicals containers and other large objects are deposited
on the shoreline you are advised to keep well clear and upwind of
them.

General Waste on the shoreline
Waste and litter deposited on the shoreline and left on the
high water mark is removed during periodic shoreline cleaning which
is carried out by the Council's Direct Services Unit.
Bedbugs
The Council provides a Pest Control Treatment Service operated
by the Environmental Health Service for domestic and commercial
customers. In the majority of cases the Service
is chargeable,
however in certain circumstances the treatment for bedbugs is
provided free or at a reduced rate.

Bees
The Pest Control Service does not
provide any treatment for bees as they are a protected
species. We do however liaise with Bee Keepers who
would be happy to help with this problem. If you feel
you have a problem with a swarm of bees or have an enquiry, you can

Useful information about bees:-
Bumble bees
- They nest in compost heaps, holes in the ground, under sheds
and patio slabs
- They will disappear from the site in the Autumn
- From the environmental point of view bumble bees are to be
encouraged in our environment because they pollinate fruit trees,
flowers and crops
- The queen only produces approximately 40 workers per year
during March and April
- Only small numbers will be seen at one time
- They do not sting IF LEFT ALONE
- They have "furry" bottoms
Honey bees
- Swarm when the hive gets crowded
- Produce a princess for the old colony (hive) and forces the old
queen to leave to make a new hive
- Approximately 15,000 will swarm
- The old queen will not fly far and will rest on a branch, where
the bees swarm round her and start producing bees-wax
- Characterised by lots of buzzing around followed by a period of
quiet
- Nest is trees, rooves, compost bins, anywhere dry and warm

Blocked Drains
Drainage law is often confusing
but the following is a guide to who is responsible.
A single private drain is the
responsibility of the owner of the property to maintain, clear and
repair if necessary.
A private sewer is the joint
responsibility of every household draining into it. They remain
private until they connect to the public sewer, even though they
may run under roads or pavements. Blockages and repairs of private
sewers are the responsibility of all households upstream of the
problem.
A public sewer is the
responsibility of the Water Company. In Eastleigh this is Southern
Water. If your property was sewered with at least one other
property, before 1 October 1937, then your sewer is a public sewer.
However, some sewers built after this date may be 'adopted' by the
Water Company.
Out of normal office hours, if
there is evidence of a blockage as outlined above, then it is the
responsibility of the houseowner(s) to arrange clearance, either by
the use of drain rods or engaging a contractor.

The Council is the licensing
authority for pleasure vessels operating out of the River Hamble
(both the Hamble and Warsash sides of the river)
A licence is required for
pleasure vessels carrying 12 or less fee paying passengers.
Applications for boat and boatman
licences should be made to the River Hamble Harbour Master.
Licences are issued by Eastleigh Borough Council and therefore
administration fees are payable to both
authorities.

Bonfires
Bonfires are a contributor to air
pollution and the smoke can have damaging health
effects. There are no bye-laws controlling hours of
burning. However, if you burn you could be prosecuted.
Burglar Alarms - Car and
Premises
Noise complaints are investigated
in a number of ways depending upon the particular circumstances.
Usually it is in one or more of the following ways: visits to you
and/or the source of the noise, log sheets issued to the
complainant, or monitoring of the noise by means of specialist
equipment. Where complaints are found to be justified then the
Council will take appropriate action against the offender, this can
range from: informal discussions, through advice letters and legal
notices, to in some cases court action and confiscation of
equipment.
Where alarms are incorrectly
fitted or are faulty or of poor quality, they can cause
considerable annoyance and nuisance to others by sounding
repeatedly. Where this happens the Council can take action to
silence the alarm and to recover our costs for doing so from the
car or house owner. When this occurs the costs can be considerable,
and if it occurs outside of normal office hours the costs will
inevitably be higher. This can be avoided if details of the alarm
keyholders are sent to this Service including an alternative
contact if you are on holiday. To obtain a copy of

Barbeque Safety
Barbeques are a great way to cook
but they can cause problems. Bacteria on food or carried by
insects, dirty hands or cooking equipment, flourish on warm sunny
days. Barbeques also get very hot and can cause burns and start
fires. However, if you follow these
