Avian Bird Flu

If you have any questions about Avian bird flu, or if you keep birds and have any concerns you should contact DEFRA on 08459 33 55 77.  The helpline is available Monday to Friday 8am to 8pm and from 9am to 6pm on Saturday and Sunday.  Alternatively, visit the DEFRA website
 
Dead Wild Birds
 
The DEFRA guidance advises that the public should contact the DEFRA helpline (08459 33 55 77) if they find
 
  • One or more dead swans, or
  • More than three dead birds of the same species, or
  • More than five dead birds of different species
 
Callers will be asked to provide details of the finding and location.
 
Handling Dead Wild Birds
 
Environmental Health do not provide a service for collecting dead wild birds.  If you find a dead bird you can dispose of it yourself by:-
  • Putting on gloves
  • Getting the bird onto a shovel
  • Double bagging it (using either carrier bags or dustbin bags), and tying it tightly
  • Place it in your normal domestic waste bin

If you are not happy to do this, the bird can be left for nature to take its course.

Animal Boarding                      

 

There are currently nine boarding catteries and six home boarders for dogs within the Borough of Eastleigh.

 

What if?        I WANT TO RUN A BOARDING ESTABLISHMENT

 

A licence must be obtained to board cats or dogs.  Failure to obtain a licence may result in formal action.

 

 

In the first instance you must contact the Planning Unit, on planning@eastleigh.gov.uk as planning permission is needed to build or change the use of any establishment.  You should also contact the Animal Welfare Officers to obtain a copy of the licence conditions.  These must be met before a licence will be granted.  Your insurance company will be able to advise you on the type of insurance you may need to run a boarding establishment and our own Health & Safety Officer should also be contacted.

 

What if?        I WANT TO BOARD MY DOG IN A HOME ENVIRONMENT

 

Anybody within Eastleigh Borough who is boarding dogs must have an Animal Boarding Establishments Licence.  You should make sure that you ask to see this Licence before boarding your dog.  A list of all licenced establishments can be obtained from the Animal Welfare Officers.

 

What if?      I WANT TO LEAVE MY DOG/CAT IN MY HOME, WITH A NEIGHBOUR LOOKING AFTER IT

 

While this may be acceptable for cats, it is not recommended for dogs.  Dogs which are left alone for long periods of time become distressed and may cause nuisance.  If cats are left you must ensure that the carer is totally reliable and will check on the animal on a frequent and regular basis.

Animals and Fireworks                         

 

Fact -Most people enjoy fireworks

 

Fact - Most animals don’t

 

November 5th is the traditional time for fireworks, although people do use fireworks as a way of celebrating weddings, birthdays etc.    Unfortunately fireworks usually means misery for most animals.  Some household pets even have to be sedated after being frightened by fireworks.  Others, if left outside become so frightened they run off to hide and become lost or even injured.

 

REMEMBER

 

On Bonfire Night, or if there is a fireworks display near you at other times during the year:-

 

  • NEVER let off fireworks near animals

 

  • Keep pets indoors

 

  • Close windows and curtains and switch on the television to drown out the noise

 

  • Let your animal take refuge in a corner or under the bed if it wants to.  Don’t try to tempt it out until the display is over.

 

  • Make sure your cat or dog is micro chipped and tagged in case they do get lost

 

  • Take your dog for a walk during the day, when it tends to be quieter.

 

REMEMBER

 

  • Animals living outside shouldn’t be forgotten.  If you keep rabbits, guinea pigs or any other animal outside, try and cover their cages or ideally move them into a shed or outhouse for the duration of a display.

 

  •  BEFORE you light your bonfire, make sure there are no small animals,  such as hedgehogs sleeping in the bottom of it.  Build your bonfire as late as possible to reduce the risk and make sure you put a broom into the base of the bonfire and slowly move it around.  If there is anything hidden there this will move it out of harms way.

Air Quality

The Council has duties to control and monitor air pollution.  This includes air pollution from road vehicles, industrial processes, burning of waste etc across the Borough. For further information contact this office
 
 
Eastleigh Borough Council have declared three 'Air Quality Management Areas' (AQMA).  These are areas where levels of air pollution are not meeting the required standards.  Two of the AQMA's are in Eastleigh and one in Bursledon.  All three AQMA's have been declared because levels of the pollutant nitrogen dioxide are too high.
 
The Eastleigh Air Quality Management Area 2005 (1) covers Leigh Road, Romsey Road, Southampton Road and Wide Lane and was declared on 16th February 2005.  .
 
The Eastleigh Air Quality Management Area 2006 (1) covers properties close to the M3 motorway between junctions 12 and 14, and was declared on 3rd July 2006.   See the order here

At the present time the Council has prepared an 'Action Plan' to improve air quality in the Eastleigh Air Quality Management Area 2005 (1) (covering Leigh Road, Romsey Road, Southampton road and Wide Lane).

 

The principal aim of the Action Plan is to establish local measures to improve air quality in the AQMA.  The measures were considered on the grounds of their air quality improvement, impacts on noise, climate change, cost effectiveness and feasibility.

 

The proposed actions have been ranked in order of their likelihood to improve air quality.  Most actions relate to reducing private vehicle use, improving traffic flows and increasing use and reliability of public transport.

The Action Plans for the M3 and Hamble Lane AQMA's are currently being prepared and should be available for consultation in late 2007.

 

Air Quality Monitoring

Eastleigh Borough Council carries out monitoring of air pollution as part of its local air  quality management duties under the Environment Act 1995.

 

At the present time there are three permanent air quality monitoring sites in central Eastleigh.  Oxides of nitrogen are monitored at all three sites and particulate matter at one site.

 

All Local Authorities are required to assess pollution levels against national objectives.  If it is unlikely that an objective will be achieved an 'Air Quality Management Area' must be declared and an 'Action Plan' drawn up.

Asbestos

New duties were introduced in May 2004 regarding the identification and management of asbestos in all non-domestic premises including workplaces, public buildings and some areas of rented accommodation.

 

As part of a five year campaign to increase asbestos awareness, the Health and Safety Executive (HSE) during November 2002 introduced the Control of Asbestos at Work Regulations 2002. This regulation requires those with repair and maintenance responsibilities for non-domestic premises (know as duty-holders) to assess their premises to determinewhether or not they contain asbestos-containing materials, determine any risks from such materials and then to manage them appropriately.
 
The regulation defines a duty-holder as:
 
a) every person who has, by virtue of a contract or tenancy, an obligation of any extent in relation to the maintenance or repair of non-domestic premises or any means of access thereto or egress therefrom; or
 
b) in relation to any part of a non-domestic premises where there is no such contract or tenancy, every person who has, to any extent, control of that part of those non-domestic premises or any means of access thereto or egress therefrom.
 
From this definition, it is clear that a wide range of persons could be a duty-holder and the extent of the practical duties will be determined by contractual and other existing legal obligations towards the property. In respect of leased premises the duties required under the regulation will normally rest with the person who has control of the maintenance activities for the premises. This could be the property owner, the property occupier/s, a managing agent or a combination of them all. In the process of managing the risk from asbestos in buildings there is now the emphasis on assuming any material may contain the material unless provable otherwise.
 
Therefore extensive investigation, surveys and testing will be required during before any maintenance is carried out that may put people at risk of exposure. This is such a great shift in emphasis from past regulation of asbestos that a lead in period was allowed with the requirements coming into force on 21 May 2004.

Where can you dispose of asbestos?

 

The amenity site  at Grange Road, Netley is the only one in the Borough that will accept asbestos from domestic properties.  The telephone number for this site is 023 8040 6182.  The opening times are:-

 

Monday to Sunday inclusive - 8.00am - 7.00 pm - Summer and 8.00am - 4.30pm - Winter

Closed on Christmas Day and Boxing Day.

 

There are four other sites across Hampshire that will accept asbestos. They are:-

PLEASE NOTE:  You must  telephone the sites before you visit to let them know the amount of asbestos you will be taking, as the skips do get very full and are only emptied every four days.   The asbestos must be wrapped and labelled.

 

Aircraft Noise and Pollution

Noise from aircraft is not covered by legislation that we enforce. It is the overall responsibility of the
Civil Aviation Authority.  However, at Eastleigh we have a set of standards which have been agreed with the aircraft authorities (The Flying Controls Agreement).
