Excavations
No one other than authorised personnel holding a valid street
works certificate is permitted to undertake any works or
excavations within the limits of a publicly maintainable
highway.
Any companies wishing to undertake works on their plant or
apparatus, or install new equipment must submit the appropriate
advance notices in accordance with the New Roads and Street Works
Act.
Other non-statutory undertakers wishing to work on the highway will
only be permitted to do so if accredited operatives under
NRSWA are employed and subject to obtaining a road
opening permit and paying the relevant fees.
Persons working on the highway without any authorisation risk
prosecution by the Highway Authority and potential damages claims
if any work is undertaken which could give rise to an
accident.
Street Works
Co-ordination
It is important to ensure that works are coordinated in a street to
prevent potential safety hazards arising and minimise disruption.
All details of timing of works must be agreed with the Council and
details of works affecting highways known to the Council are
circulated each month to all service companies, emergency services,

Police Traffic Management Officers
For queries with Police on traffic management of road works in

The Police Officers can assist by agreeing the layout of road works
to minimise disruption to traffic and arrange for details of road
works to be listed in the local press and broadcast on local
radio.
Remember keeping the travelling public advised is helpful and
allows for alternative journeys and times to be planned as
necessary. Persons confronting major road works without prior
knowledge which causes disruption and delays to their routine is
stressful and wasting of time and energy.
Potential Claims against the Highway
Authority

A form giving full details of the incident and justifying why it is
considered the Highway Authority may have some liability in the
matter must be completed.

Most accident claims are rejected by the Highway Authority as
the Hampshire County Council has well established inspection and
repair systems to deal with any defects that could present danger
to the travelling public. The County Council undertake regular
checks of all parts of the highway to ensure the roads and paths
are safe and record and act upon defects notified to the
Council. Their defect line is always available
to record faults. It is up to individuals to have a duty of care to
themselves and others and report defects that become known to them
so that appropriate remedial action can be taken by the Council, or
notified to the body responsible for creating a defect where this
is known.
Please help public safety by reporting all defects you become aware
of - it may not be yourself who is injured but think of potential
risk to others. Small defects can become large holes, particularly
in wet weather and heavily used roads.
Postal Addresses, Street Naming and Numbering
In accordance with the relevant legislations i.e. Town
Improvement Clauses Act, Public Health Act and Local Government
Act, Eastleigh Borough Council deals with the approval and issue of
new postal addresses, street naming and numbering.
Information is provided on new addresses to the various
organisations who need to be made aware of the existence of new
addresses.

The Borough Council do not issue Post Codes, these are issued by
the Royal Mail who the Borough Council consult regarding the
addressing of properties.

To report damaged or missing street name plates contact:
The Council carried out physical surveys of main land drainage
ditches/watercourses in the Borough and prepares reports on
matters needing to be dealt with to safeguard satisfactory land
drainage. The Council does not have a budget to assist in
private land drainage matters. The council serves notice on
landowners where watercourses are blocked to prevent
flooding.
It is an offence to culvert or fill any watercourse without the
necessary consent of the land drainage authority and, on more
important watercourses, the Environment Agency.

Public Foul and Surface Water Sewers
The Borough Council acted formerly as an Agent for the Water
Company with regard to adoption and maintenance of sewers, but this
is no longer the case and sewers are administered by
Southern Water Services Ltd., Southern House, Sparrowgrove,
Otterbourne, Winchester, S021 2SW, tel. 01962 714585.

Highway Drainage
Surface water on the highway in some sections of older rural roads
is drained by sections of piped ditch lines, which are the
responsibility of the Highway Authority, Hampshire County
Council.
Open ditches adjacent to the highway are normally the
responsibility of the adjacent landowner.
Only limited records of highway drainage are available except for
housing developments built since late c1950's.
